I think you are right, though I hope you are not.
Population growth is cool and all but this would also make it harder for someone like me to move back (and would also increase the number of "people like me").
(Obviously that changes a bit if the local job market improves dramatically in tandem with the population growth - not just in terms of the number of jobs but the level of pay as well.)
