Park East area prep work begins for arena parking ramp, other projects (http://www.jsonline.com/business/park-east-area-prep-work-begins-for-arena-parking-ramp-other-projects-b99687974z1-372127931.html)

Work has begun to prepare the Park East strip for development tied to the new Milwaukee Bucks arena, a project that will create temporary traffic congestion for some downtown drivers.

Construction of both the parking structure and practice facility is to begin this summer.

The street, which replaced the former Park East Freeway, is a main route in and out of downtown — particularly during the morning and afternoon rush hours, and for events at the BMO Harris Bradley Center.

Bucks arena construction slated for July start (https://www.biztimes.com/2016/03/15/bucks-arena-construction-slated-for-july-start/)

Construction on the new Milwaukee Bucks arena in downtown Milwaukee is scheduled to begin in July, and a construction manager for the $500 million project is expected to be named in the next few days, according to Bucks officials. Construction is scheduled to be complete in August of 2018, in time for the start of the 2018-19 NBA season.

Sewer relocation work is currently underway, so construction can begin in June on the six-story parking structure, which will be located between Juneau Avenue, McKinley Avenue, Fifth Street and Sixth Street, just north of the new arena, said Marc Farha, executive vice president with Greenwood Village, Colo.-based ICON Venue Group, the team’s owner’s representative.

We Energies has begun their part of the preparations for Milwaukee's highly contested streetcar.

Despite varied opinions on whether Milwaukee should have a streetcar, the project is approved and the estimated $20 million utility preparation could be done as soon as early May.

the carroll properties project for a 37 story tower at 700 E Kilbourn may be dead, but it looks like new land enterprises (the folks who currently own the site) are gonna try to resurrect their plans for the 19 story bookends project on the site.

the last public renderings from several years ago weren't pretty. let's hope they do some heavy redesign work.

Whaley-Smith said he expects the agency within the next few days to approve the arrangement, allowing the county to avoid making the $8.4 million payment.

Barrett had hoped to finish razing the transit center by spring before Summerfest and other events begin at nearby Maier Festival Park. He wants to begin construction by fall on the 44-story apartment tower, which would take three years to complete.

Whaley-Smith said Barrett can begin demolishing the transit center as soon he takes possession of the property in late April.

Bookends is not the best but I don't mind it. I do wish it was a bit taller though.

It's looking like Bookends, the Couture, and Goll Mansion site will be the next round of towers.

On that note, I wonder what's going on with Mandel's project.

Arena construction to begin June 18 (http://www.biztimes.com/2016/04/13/bucks-sign-30-year-lease-agreement-with-wisconsin-center-district/)

The Milwaukee Bucks have set a date for construction to begin on the team’s new downtown arena.

According to president Peter Feigin, the Bucks plan to start construction on the arena June 18, about a month sooner than previously planned. The team has scheduled the arena to be complete in August 2018, in time for the start of the 2018-’19 NBA season.

Construction also is slated to begin in June on the six-story parking structure and on the new 55,000-square-foot training center. Feigin also said the Bucks are getting closer to securing a naming rights sponsor for the new arena.

Hot downtown office market could spark another new tower (http://www.biztimes.com/2016/04/18/hot-downtown-office-market-could-spark-another-new-tower/)

David Pudlosky, of JLL, agreed with Landowski that another new tower will likely be built downtown. He said there are a handful of sites ready for development, and developers are in a race to land the deals.

“Whether it’s Doug Weas, Joel Lee, Marcus Corp. or Irgens, they are all capable of doing it,” Pudlosky said. “It’s just a matter of who is going to win the business.”

The potential anchor tenant that is being sought after this time is Reinhart Boerner Van Deuren. The Milwaukee law firm has hired a Chicago-based real estate broker and a Chicago architectural firm to explore its office space options before its lease at 1000 North Water expires in 2019. The firm, which leases 114,000 square feet, is the largest tenant in the 283,000-square-foot building.

Downtown Milwaukee is on a roll. The apartment development boom is showing no signs of slowing down. Northwestern Mutual Life Insurance Co. is building a $450 million office tower on its headquarters campus. Construction will start soon on a new $500 million arena.

On top of all that, an increasing number of companies are choosing to move their offices to the downtown area.

Shops of Grand Avenue owners reveal redevelopment plans
Office space would replace food court; grocery, urban market planned

The new owners of the Shops of Grand Avenue unveiled their vision Monday morning for the future of the downtown Milwaukee mall, which they believe will satisfy what the community has been asking for and what the market will support, while bringing the struggling mall into the 21st century.

The ambitious plan includes up to 120,000 square feet of office space on the second and third floors, which will eliminate the food court.

A grocery store is being sought after in the former 34,000-square-foot Linens ‘n Things space and an urban marketplace is planned on the mall’s first floor.

Would love updates on the Northwestern Mutual Residential Tower and the Westin (know they are probably limited views at this point, but nothing for the tower available and that 833 east webcam for the Westin is way too limited of a view at this point)

Personally hoping to get back up there in May at some point to walk around and take a ton of pictures!

Downtown Transit Center sale for Couture pushed back, demo still set for August

Due to a heavy amount of paperwork involved in closing the deal, Barrett said, the sale date got pushed back to mid-June. The company exercised its option to buy the property earlier this month, he said, and the transit center demolition contract is out for bids. The building demolition is still on course to begin in August, he said.

“It’s not going to affect the timing,” Barrett said. “Our hope was to exercise our option before the end of April, which we’ve done now. That’s where we needed to be.”

Construction of the Couture building is scheduled to start in early 2017. It could be complete in August 2019. The Couture would have 300 apartments in its tower. Its lower levels would have 50,000 square feet of retail space and a large public concourse with a station for the Milwaukee streetcar.

Ikea could build store at Northwestern Mutual development site in Oak Creek (http://fox6now.com/2016/05/02/ikea-could-build-store-at-northwestern-mutual-development-site-in-oak-creek/)

OAK CREEK — Ikea could build a store at Northwestern Mutual’s development site northwest of the interchange at Interstate 94 and West Drexel Avenue in Oak Creek, according to several real estate sources, the Milwaukee Business Journal is reporting.

Milwaukee is really starting to step up it's retail game. Lots of big name retailers are starting to open up shop in SE Wisconsin. Nordstrom, IKEA, Von Mauer...

Out of pure speculation (no insider knowledge whatsoever), I'm going to make a guess Saks will be the next big retail name dropped in the metro area. They already opened up their first "Off 5th" store in Wauwatosa and I would love to see another wing added to Mayfair Mall for Saks, similar to what they did with Nordstrom. Mayfair seems to constantly be in expansion mode and Wauwatosa seems to be turning into a retail hub of Milwaukee, I would love to see 4 anchor stores which would put it on par with Southridge Mall. It will be interesting to see what happens when they tear that office tower on the SW corner of the mall's parking lot.

Mandel Group Inc. is unveiling plans for a $100 million luxury apartment high-rise on Milwaukee's east side, a development that was initially conceived more than 25 years ago.

The 24-story tower, dubbed Portfolio, would create 235 apartments on what is now a 1-acre vacant lot at 1350 N. Prospect Ave., just northeast of the Lake Bluff condos. The site overlooks Lake Michigan.

The firm plans to begin construction by summer 2017 on the tower, which would take roughly two years to complete, said Barry Mandel, president.

Pretty slick looking building and I could be wrong, but I see this one running into LOTS of opposition from neighbors and the city. A tower a few blocks away just got shot down for being "too dense" and this tower has over 30 more units. I didn't know buildings downtown could be "too dense" but apparently in Milwaukee they can. In the meantime, it's great eye candy though. I guess we will have to wait and see what sort of reaction the city has to this one.

Portfolio (Block 9)

The complex, to be called, Portfolio, will include 235 apartments. Construction is expected to begin in the spring of 2017.

Goll Mansion

Madison-based Palisade Properties Management LLC proposed a $55 million, 26-story, 202-unit apartment tower on the site of the historic Goll Mansion, 1550 N. Prospect Ave. in February. City officials had concerns about the density of the apartment tower and sent the group back to the drawing board.

A spokesperson for the group said the proposal is currently being worked on and will be brought back for approval.

13-Story Farwell Tower

The project will include 153 residential units and 10,000-square-feet of commercial and office space on four floors. Wiechmann plans to start demolition of the four-story office building at 1840 N. Farwell Ave. this month, and will begin construction of the new tower in June.

Expert: Downtown housing boom to continue, more variety needed (http://www.jsonline.com/business/expert-downtown-housing-boom-to-continue-but-more-variety-needed-b99728590z1-380122761.html)

Segal said some of that growth is the result of younger people who leave Milwaukee for Chicago and other large cities, but then move back in part because they are "fatigued" by higher living expenses.

Median monthly rent in Chicago is $2,000, compared to $850 in Milwaukee, he said.

So, even as developers continue building hundreds of new apartments in downtown and its adjacent neighborhoods, Segal said, the area probably can fill thousands of additional housing units over the next several years.

But downtown needs better transportation alternatives, said Segal. He praised the downtown streetcar system, which is to launch in 2018, and the growing Bublr bike share service.

It's been a quiet week but these next couple months are going to get very busy. Downtown is already a giant construction zone but the new arena, parking structure, and practice facility are breaking ground on June 18th, the streetcar will be full steam ahead, the Farwell tower will be breaking ground, NML's residential tower crane will be up with that beauty of a tower rising, and the long anticipated Couture will finally be under construction. Also, the River on Wells is on the next Plan Commission meeting's agenda so hopefully that tower gets going shortly. Some other infill projects like Avenir, Water/Brady, the Qdoba lot apartments, and whatever else I'm missing could be breaking ground also. It's getting hard to keep track of all these projects.

Mandel unveils $100 million luxury apartment tower for east side (http://www.jsonline.com/business/mandel-unveils-100-million-luxury-apartment-tower-for-east-side-b99720249z1-378515865.html)

Could be wrong on this, but I see Portfolio as having a much easier time getting approval. The issues with the Goll Mansion NIMBYism is two fold, with historic preservationists not wanting any changes to the mansion, and more importantly the next door condo owners complain about density issues and lost views.

The two neighboring properties to Portfolio are the Jewish Museum and the 4 story Lake Bluff Condos, which happens to be another Mandel property. I just don't think they'll be complaining about lost views like the 1522 Condos residents are.

Former east side church razed to create large development site (http://www.jsonline.com/blogs/business/380535831.html)

A former church on Milwaukee's east side is being demolished to create a large site that could be developed as apartments.

The two-story building, with around 35,000 square feet, is at 1632-1648 N. Franklin Place, about one block south of E. Brady St. It was built in 1949 as a Boys Club, which closed several years ago.

The building is owned by KC Franklin Partners LLC, which last week began razing it. The property includes a one-acre lot, according to city assessment records.

That makes sense with Mandel owning the neighboring property and I'm sure the Jewish Museum won't be complaining about views like condo owners do.

I guess I just never know what to expect when it comes to city/public reaction to these new projects being proposed. I don't understand how the city balks at the Goll mansion proposal because of it's density when that project is on the streetcar route and the city has been on record saying one of the benefits of the streetcar is attracting dense, tax-generating development along the route. Same thing with that 10-story Klein development on the river. It gets shot down for lack of parking when the city is always advocating for walkable, non car-dependent developments. So they kill that proposal but are quick to initially approve the 18-story River Tower that has no parking incorporated with it. Just seems like some shifty moves on the city's part to please a handful of residents at the expense of tax-generating developments that will benefit the city as a whole.

Nothing new here, just an update on a project currently under construction, but Dominion hints at another, possibly lakefront, location. They did have plans a few year back for a 10-story tower but those were replaced by the current 26-story proposal at the Goll Mansion site. I would love to see Dominion develop a new tower that follows the same environmentally sustainable guidelines as their past projects. Hopefully something taller than 10 stories though, especially if it's a lakefront site.

Meanwhile, Dominion is planning a third Sage apartment building, said O'Connor, who declined to disclose the location.

"I think the next project is going to be called Sage on the Lake," he said, giving a broad hint about its likely site. "It's the best location yet."

(http://www.biztimes.com/2016/06/06/irgens-completes-purchase-of-third-ward-site/)Office building construction will begin when anchor tenant is secured

An affiliate of Milwaukee-based commercial real estate development firm Irgens has closed on the purchase of the Third Ward site where it intends to develop a five-story, 168,00-square-foot office building.

Young Street Development Partners, LLC, purchased the 0.8-acre property at 143 N. Milwaukee St. from Babcock Automobile Spring Company for $2.1 million, according to state real estate records.

The company is planning One Catalano Square at the site and will begin construction once a tenant is secured.

A nice 5-story, Third Ward infill project. I can't imagine this one will take very long to secure a tenant the way office space has been gobbled up recently in Milwaukee. A few companies already on the hunt to relocate. I could see Master Lock or Garnder Denver moving here. The views of downtown from the rooftop balcony are going to be amazing.

City funds proposed for new RiverWalk segments (http://www.jsonline.com/blogs/business/382584961.html)

Finally, $1.6 million would help finance a 280-foot RiverWalk and dock wall, and build the stub end of E. Oregon St., next to the $30 million 234 Apartments, 234 S.Water St.

Developer David Winograd plans to open that 12-story, 164-unit apartment building by spring 2018.

I think the big takeaway from this article is that 234 S Water should be starting soon if it is going to be open by Spring 2018.

Otherwise the other sites receiving city funds for Riverwalk segments are Bader Rutter's new HQ and North End IV and both those projects are already underway.

In case anyone who reads this is interested, Milwaukee has some major developments happening in the suburbs with the Mayfair Collection in Tosa probably the biggest/most notable. They are about to build over 1,000 apartments adding to what has already been built there including retail (already fully leased), numerous restaurants, and a hotel. It's also just down the street from SE Wisconsin's premier shopping mall, Mayfair, which just opened the state's first Nordstrom. There is also a ton of other non-related residential development happening in the immediate area with The Reserve, The 2100, State Street Station, The Reef, and The Echelon. Lots of cranes in the suburbs also.

Burleigh corridor in Wauwatosa becoming a major retail destination (http://www.biztimes.com/2016/06/13/burleigh-corridor-in-wauwatosa-becoming-a-major-retail-destination/)

Phase one of Mayfair Collection, which opened in 2014, includes Nordstrom Rack, Saks Fifth Avenue OFF 5th and other stores. The second phase includes a Whole Foods store, a HomeGoods store, the Bartolotta’s restaurants and a Homewood Suites by Hilton hotel.

Beginning in summer 2016, HSA Commercial and its residential development partner, Fiduciary Real Estate Development, will begin phase one of the residential component, which includes 250 apartments at what is being called “The District.” Over the next five years, 1,100 apartments are expected there.

“There are going to be 1,100 apartments built here in two-and-a-half years,” Bartolotta said. “There is going to be a lot of density, and we’re going to be in the heart of it. I’ve learned that to be successful, you have to have a lot of bodies around you.”

Council Okays Streetcar to Bucks Arena (http://urbanmilwaukee.com/2016/07/06/eyes-on-milwaukee-council-okays-streetcar-to-bucks-arena/)

The first phase of the system, connecting the Lower East Side, East Town and Historic Third Ward with the Milwaukee Intermodal Station, is on-track to begin service in 2018. Utility work on the route is currently underway. Construction of the track is set to begin in the coming weeks. Work will occur in phases across the 2.1 mile route.

Concurrently underway is work on the streetcar’s lakefront extension. That spur, approved and fully-funded, will add four-tenths of a mile to the route split across E. Michigan St. and E. Clybourn St. That extension will run from N. Milwaukee St. to the base of the planned The Couture tower at N. Hammes Co. seeking approval for Park East office development (http://www.bizjournals.com/milwaukee/blog/real_estate/2016/07/hammes-coseeking-approval-for-park-east-office.html)

City of Milwaukee officials will soon review a proposal for another new office building on North Water Street in the Park East corridor.

A group led by Brookfield developer Hammes Co. is proposing the project on vacant land northeast of East Knapp and North Water streets in what is becoming one of the city’s most active three-block stretches. Three new buildings with office space have surfaced for that area, which is a rarity in the downtown Milwaukee market that coasted for more than a decade without a ground-up, high-end office development.

That area of downtown is already one giant construction zone. Already under construction in that area is River House, North End IV, Rhythm, Bader Rutter's HQ, the new Milwaukee Buck's arena, Buck's practice facility, and the arena's parking structure. Numerous projects are close to starting construction also including Hammes proposal, Marcus mixed use office tower/movie theater, Avenir II, Brady and Water, and Wangard's other large Park East proposal. There is literally going to be cranes on every corner of the northern edge of downtown. Milwaukee is turning into the city of cranes. It's really exciting to walk around downtown and see all of this construction.

Thanks for the shots, I was in Milwaukee this weekend and was flabbergasted at how quickly it is changing. I mean it was virtually totally unrecognizable from the last time I was there even earlier this year. The entire Park East scar is under construction all at once. It's like some sort of magical economic line has been crossed that suddenly makes all vacant land near the river in Downtown Milwaukee profitable to build on. So much going on that I needed your pictures to help me understand what I was looking at!

Yeah and that's a pretty small sample size of what's going on in Milwaukee. I didn't include any conversions of historic buildings like the Button Block or Germania buildings. I didn't get any of the projects happening on the Upper/Lower East Side. I also didn't hit the Marquette area (near west side), Walker's Point, or Bay View. I'm going to try and hit those areas in the coming week so look for more pictures to follow. Good things happening in Brew City right now though, that's for sure.

Exclusive: Mandel Group plans large Walker's Point office project (http://www.bizjournals.com/milwaukee/news/2016/12/02/exclusivemandel-group-plans-large-walkers-point.html)

A large development that would be anchored by 275,000 square feet of office space along the Milwaukee River in the Walker’s Point neighborhood near downtown Milwaukee is being proposed by Mandel Group Inc.

The buildings would be near East Florida and South Water streets, and could transform 7 acres in that corner of the already booming Milwaukee neighborhood, located just south of downtown Milwaukee. In addition to the office buildings, Mandel Group envisions one apartment building, extensive tree plantings and a riverside green space.

While I generally like the idea, and the renderings look amazing, I don't get why another office building is being proposed when other, already proposed buildings, can not get out of the ground. Irgens has proposed an office building in the Third Ward that can't seem to land tenants. Also, Water Tech I, which was proposed a couple years ago, can not seem to land tenants either. I guess we will see, but I do hope this gets built. I think I'd still rather see Washington Square built though.

The Changing Look of Downtown Milwaukee (http://www.cbs58.com/story/33849188/the-changing-look-of-downtown-milwaukee)

It seems downtown Milwaukee is changing by the day. All of the new construction that is happening now and still to come is giving the skyline a new look.

The cranes and the netting are two good indications that change is on the horizon. $3 billion worth of new development has happened in downtown Milwaukee just since 2005.

"Another $1.3 billion worth of development that is underway right now," said Beth Weirick, CEO of Milwaukee Downtown BID 21.

New buildings are going up everywhere, so it seems there's something to the adage "if you build it, they will come."

Some development news from the suburbs where suburban cities like Wauwatosa, West Allis, Brookfield, and Oak Creek are also exploding with development. The number of units under construction in Wauwatosa rivals that of what's happening in downtown Milwaukee...

Work starts on Mayfair Road apartments (http://www.bizjournals.com/milwaukee/news/2016/12/02/work-starts-on-mayfair-road-apartments.html)

Contractors started moving dirt Nov. 28 for a four-story apartment building on North Mayfair Road that will be complete by January 2018.

Also under construction in Wauwatosa is the 1,000 unit "The District" at the Mayfair Collection, State Street Station, The Reserve, and The Reef with plenty more on the table.

http://urbanmilwaukee.com/wp-content/uploads/2016/12/Scene-291.jpg

MILWAUKEE, WI | Milwaukee‐based developer Mandel Group, Inc. today released conceptual plans for a major office development in the Walker’s Point neighborhood fronting on the Milwaukee River. The overall concentration of new and repurposed office space could total 200,000‐275,000 square feet when completed. While stressing that the plans were preliminary at this time, Mandel Group representatives indicated that the concept is based on extensive market analysis conducted over the past twelve months, together with detailed input from real estate brokers and tenant representatives who are actively engaged in the downtown office market.

New downtown Milwaukee office building planned for BMO Harris (https://www.biztimes.com/2016/12/06/new-downtown-milwaukee-office-building-planned-for-bmo-harris/)

“The building will probably be similar to Irgens’ 833 building (a 17-story office building at 833 E. Michigan St.) with floor plates around 27,000 square feet,” the architect said. “We’re probably looking at only six to seven stories for BMO. Unless they are looking at creating spec space for another company to move in.”

Not too excited by this news. I'm sure it will be a cool looking building (anything will be better than BMO's current tower) but if we only get a 17 story building out of it, while losing a 20 story building, not thrilled by the fact that we are losing some height.

Downtown riverfront development site sold (http://www.jsonline.com/story/money/real-estate/commercial/2016/12/06/downtown-riverfront-development-site-sold/95006072/)

Olson and Pacetti, who operate Edgewater Real Estate LLC, are working on their plans for the vacant building, Olson said. Its location on the RiverWalk makes it a good property for retail use, he said.

Olson also said he and Pacetti wanted to control the property to protect City Hall Square, a 135-unit, six-story development just east of the two-story building.

In May, the Plan Commission approved developer Jason Ladner's plans to buy the two-story building, demolish it and develop an 18-story, high-end apartment building.

The $17 million development would have featured a street-level restaurant that included an outdoor deck, a small office on the second floor and 61 apartments on the remaining levels. However, Ladner dropped those plans last summer.

Super disappointing news. We could have had a BEAUTIFUL 17-story tower but because the neighboring property owners didn't want their views blocked, it seems we are going to be stuck with the crappy building currently there for a while.

I see what you're saying about the possible reduction in height relative to their current building, but it sounds like the new building would be at the corner where the tired old 6-story (?) tall parking structure is located, so it would actually increase the height at that location. I think answer to the question of whether it renders a net loss of height lies in the height of whatever replaces the 20-story building ... if they tear it down.

A tangential observation: this new BMO Harris building would share an intersection with some pretty dignified company: City Hall, and the Pabst Theater. I hope they maintain a similar setback on Water Street to keep the current view of the City Hall building from Water Street.

The more I thought about it, I am excited to see a new tower on that site instead of a parking garage, and I'm sure Irgens will do a great job. I guess I'm a little disappointed that the old building may go. It could use an upgrade but I kind of like it. I just wouldn't want it torn down unless they have a plan for it. Don't want to see a surface lot sitting there.

Yeah, the old M&I building is quite nice and fortunately it's garage is detached and expendable. Unfortunately we are in that sweet spot for mid century buildings to be trashed regardless of quality. Just like Victorian architecture in the 1950's or Deco in the 1970's. No respect 50-60 years down the line for any style. The M&I building is fairly attractive as is and if there are serious structural failings, it's likely because of pathetically huge amounts of deferred maintenance, not any design failing.

this is from someone claiming insider knowledge on the project over at SSC, so grains of salt and all of that.

The new BMO Financial Center will be a 25 story, 335 foot tall office tower.

As for 770 N. Water Irgens will take possession of the building and refurbish it in preparation for new tenants.

if true, it sounds like a win-win! the ugly old parking garage gets knocked down for new office tower and the old mid-century building gets refurbished.

If that is the case, this is news that I'm extremely excited for. Having a new, tallish, 25-story tower there would only make an already dense part of Milwaukee's CBD, even more impressive. Milwaukee basically has 2 CBD's in the lakefront and the river, I love that both are getting built up.

I just like the current BMO building and I love how they light it up for special occasions like the Bucks and Summerfest. I would hate to lose that and watch a surface lot sit in the middle of a very dense part of CBD while we wait for something to be proposed.

I like the added glass to that part of downtown. There's a whole lot of brown buildings in that area, it needs some diversity. I like the height and added density to an already dense part of our 2nd CBD. I like that this development is along the river and not the lake where everything else is happening. I dislike the curved corner on the NW side of the building but I like the straight corner on the NE side. I think Irgens did a horrible job blending the parking garage into the building but overall, I'll take it. I think I'll reserve judgement until I see the finished product but as of right now, I think Irgens did a better job on 833. I'm happy with this addition but I'm even happier that Irgens is saving BMO's current building.

BMO Harris tower latest signal of downtown boom (http://www.jsonline.com/story/money/real-estate/commercial/2016/12/08/bmo-harris-michael-best-anchor-new-office-tower/95136556/)

Those projects, announced by the Irgens development firm, are among the latest in a series of large developments remaking the downtown skyline. They include the new $524 million Milwaukee Bucks arena; an entertainment center that the basketball club's owners will build; Northwestern Mutual's $450 million office tower; a $100 million, 33-story apartment high-rise that Northwestern Mutual is building as an investment; and developer Rick Barrett's planned $122 million, 44-story Couture apartment high-rise.

"There's never been a building boom in this city like we are seeing," city Development Commissioner Rocky Marcoux said at a news conference announcing Irgens' new office tower, dubbed the BMO Harris Financial Center.
