Surprised Dallas is so far behind Houston here, though perhaps it is due to Oil countries.

It's not just oil countries. India, Japan, the UK, France, Germany, Italy - all have consulates in Houston and not Dallas.

Correct. The list on the link certainly shows non-oil producing countries. I would expect such, considering the number of flights from all over the globe daily.
