Inside Edge Properties is proposing Official Plan and Zoning By-law Amendments seeking to establish a framework to develop two (2) high-rise residential towers at 1209 Michael Street North, connected by a six (6) storey, mid-rise, mixed-use podium. Tower A, located in the westernmost corner of the site is proposed to have a height of 30 storeys (98.55 metres), while Tower B, located in the centre of the site is proposed to have a height of 28-storeys (92.55 metres).

A one-way internal drive aisle is proposed, with vehicle access from Michael Street North through to an egress onto Labelle Street. This drive aisle is accompanied by pedestrian infrastructure and a breezeway is proposed at-grade through the building. An outdoor, at-grade landscaped amenity area measuring 398 square metres is proposed to the east of the building, which is further supplemented by a Parkland Dedication in the northeast corner of the site, measuring 585 square metres.

The ground floor of the proposed building contemplates five (5) commercial units fronting onto Labelle Street, providing a total of 482 square metres of commercial retail space.
Residential access is provided via two separate lobbies: one located along Labelle Street and the other along Michael Street North. Providing distinct lobby entrances on different streets is intended to establish clear addressing for each building component and to minimize confusion for wayfinding, visitor access, and pick-up/drop-off activities.

The subject property has a total area of approximately 5,428.5 square metres and a proposed lot coverage of 54%. The remaining areas accommodate hard and soft landscaping elements as well as driving surfaces excluded from the landscaping calculations above. Hard landscaping elements include pedestrian infrastructure and an at-grade terrace to the east of the proposed building. Soft landscaping includes all the outdoor garden spaces, open lawns and treed areas.

The subject property will have one (1) vehicular access point from Michael Street North and one (1) exit point onto Labelle Street. The design of the vehicular access and internal circulation has evolved since the Pre-Application Consultation and the Urban Design Review Panel (UDRP) session, where feedback recommended limiting access to one singular combined ingress and one egress point. In response, the proposed access has been refined to provide one point of entry and one point of exit, maintaining efficient site circulation while addressing City and UDRP feedback.

Between the two buildings, three (3) temporary short-term parking spaces and a lay-by area are provided. The short-term parking spaces are intended to serve the commercial units fronting Labelle Street, as well as delivery and service vehicles, while the lay-by is intended to accommodate taxis and similar pick-up/drop-off functions. The underground parking lot accommodates 207 resident spaces and 27 visitor spaces on four levels, the access to which is provided at the rear of the building, internal to the site and screened from view from the pedestrian/public realm.

326 resident bicycle parking spaces and 14 commercial bicycle parking spaces are provided.

Inside Edge Properties eyes plan for mixed-use towers near St. Laurent Shopping Centre

Ottawa-based Inside Edge Properties is looking to build two mixed-use highrises near the St. Laurent Shopping Centre.

The real estate investor is eyeing a 1.3-acre lot at 1209 Michael St. N. for the project, which would include a 30-storey and a 28-storey tower connected by a six-storey podium. The lot is currently occupied by a low-rise office building and surface parking lot.

According to the summary application, the development would contain 596 residential units and five ground-floor commercial units totalling about 5,200 square feet.

In its planning rationale, the developers said they’re taking a “transit-oriented” approach to the project. “The proposal is positioned to allow for an environmentally sustainable development by providing residential intensification of an underutilized lot adjacent to rapid transit,” the document said. “The project also aims to offer an accessible, safe, and inviting environment for residents and the surrounding community, while integrating with the existing, evolving, and planned context of the area.” Also included in the proposal is an underground parking garage with 207 spaces for residents, 30 spots for visitors and 340 spaces for bicycles.

At the northeast corner of the site will be 6,300 square feet of open space, landscaped amenities and pedestrian connections. The site is located east of the St. Laurent Shopping Centre, in an area primarily occupied by commercial uses, including several hotels and two schools. It is also a short walk from the St. Laurent LRT station, as well as a variety of parks, retail stores, grocery stores and bus stops.

This would be the second development project for Inside Edge, which manages more than 800,000 square feet of office, industrial and retail space in Ottawa.

The firm submitted an application last year to build a 28-storey highrise on a site at 1657-1673 Carling Ave. that is currently occupied by a two-storey retail and commercial complex.

The area around the St. Laurent Shopping Centre has drawn interest from developers in recent years as the city pushes for greater intensification near transit hubs.

In 2025, the city approved a proposal by Montreal-based Groupe Oradev to build six residential highrises with 1,700 units at 400 Coventry Rd., west of the mall.

Another proposal was submitted earlier this year to build a 30-storey mixed-use tower farther north at 1052, 1060 and 1064 St. Laurent Blvd.

This seems like a zoning exercise more than anything based on those very rough designs. Office building on site isn't that old, built around 2007-2008.

Would be a great addition to that are though with so much retail. It's hard to understand the complete lack of retail in the TOD built so far. SOUL will at best replace the retail that existed on the site previously.

My thoughts as well, probably just a zoning exercises unfortunately
