It would be great if they could include a hotel at Parcel F or E. There are thousands of new units built along the river in the last few years but the only hotels in Long Island City are over by Court Square.

City releases RFP for next phase of Hunters Point South Parcel E in Long Island City

The city’s Department of Housing Preservation and Development (HPD) has released a Request for Proposal (RFP) to develop Parcel E at Hunters Point South on the Long Island City waterfront, including plans for hundreds of mixed-income units, community space and at least one 100% affordable housing development.

Parcel E, which sits just north of the Gotham Point complex where the Newtown Creek meets the East River and just west of the massive Malt Drive development, is one of seven city-owned sites that make up the Hunters Point South development, which covers a 30-acre area along the East River that was once considered for the 2012 Summer Olympics.

Five of the seven parcels have already been developed into more than 3,000 affordable housing units, commercial retail space, community amenities, and two schools.

The city had previously planned to build between 850 and 900 units at Parcel E, but HPD officials said the agency is waiting to see “what the development community brings us” throughout the RFP process.

However, HPD said development of Parcel E will bring more new homes to the neighborhood, approximately 70% of which income-restricted to households earning less than 120% of the area median income. At least one building in the development must be 100% affordable, HPD said.

“The Hunters Point South Request-for-Proposals will transform a city-owned lot into an asset for Long Island City, delivering hundreds of affordable and market-rate homes, along with important amenities that will support the neighborhood. We look forward to receiving innovative proposals that will deliver for Long Island City.”

Long awaited and highly anticipated, this project will build on the progress that the City has made in transforming Hunter’s Point South into a flourishing and sustainable mixed-use, mixed-income community. This will be the sixth parcel developed in Hunter’s Point South as part of a larger plan that has already created over 3,000 new homes, community amenities, two schools, and a beloved 11-acre waterfront park. Responding to an ever-present affordability crisis, HPD is requiring that this forthcoming project provide deeper levels of affordability and more affordable homes compared to previous phases, including at least one 100 percent affordable building."

"The plan envisions approximately 5,000 new homes, approximately 3,000 of which will be affordable and income-restricted to low- and moderate-income households. To cater to all the new and existing community members, the plan also includes new commercial retail and community facility spaces, three new schools, and public and private parks and green spaces."

You would think with these prime waterfront properties they would build something ambitious. This isn't affordable housing.

Can’t tell if this is sarcasm, but the point of Hunter’s Point is that it is mostly affordable housing. Willets Point in Queens will be a similar development.

This is a city-owned lot, so a huge portion of the units will be affordable housing. The one hope I have for an attractive design is if the developer goes with a good-looking precast facade.

At least 60% — and ideally around 70% — of the residential units should be income-restricted, including all of the units in at least one building, according to the RFP.

Rents should be affordable for households earning no more than 120% of the area median income, or about $194,000 for a family of four. This is a deeper affordability level and a higher amount of affordable homes than required of prior phases of the project, given the city's ongoing affordable housing crisis, according to HPD.

The city has recently ramped up its efforts to build more housing on publicly-owned land. Earlier this year it released RFPs for residential projects at the government office building at 100 Gold St. in Lower Manhattan and at the intersection of West 21st Street and Surf Avenue on Coney Island.
