Just north of the controversial casino-and-office proposal at Hudson Yards sits an empty lot that could become home to nearly 3,000 apartments, including hundreds of affordable units, under a proposed rezoning from Manhattan Community Board 4 (MCB4).

Once freight parking space for the Javits Center, the marshaling yards could be rezoned to hold up to 2,923 apartments, 860 more units than MCB4’s Affordable Housing Plan initially proposed in 2022, thanks to city zoning changes under the City of Yes for Housing Opportunity, according to a recent committee meeting.

New York state’s development arm, Empire State Development (ESD), controls the site and is “actively engaged” in figuring out how it could be developed, said Joe Restuccia, a long-time member of MCB4 and the executive director of Clinton Housing Development Company. The site was freed up after the Javits Center moved its marshaling yards indoors during a 2021 expansion.

Notably, a developer could construct a new affordable housing project on the 601 W33rd Street lot — with roughly 877 income-restricted apartments — without building a super tall tower, Restuccia said. The height of new construction in Hell’s Kitchen, particularly in the Special Clinton District, has been a sticking point for residents, he added.

“Because these are larger sites you can do that — you can get a lot of housing in the density without having the 80-story, 90-story towers,” Restuccia said on Wednesday.

Before any building can be constructed, ESD will need to create a design plan and seek out proposals from developers — who may face an uphill battle to get a project over the finish line.

The Marshaling Yards, sandwiched between 11th and 12th Avenue, are also home to the end of the High Line — for now. Under a 2021 plan by then-Governor Andrew Cuomo, the state plans to extend the elevated park up 12th Avenue, past the Javits Center and over the West Side Highway at W36th Street, all the way to Pier 76.

Any new development will need to create space for the park and include some room for Javits Center parking and deliveries, according to the board.

“This is a challenge,” Restuccia said. “This is not a snap of your fingers.”

3,000 apartments should yield some big towers.

Also, I like that mention of the bus depot and the site near PABT. The bus depot site is enormous. If this lot can hold 3,000 units, you could get 10,000 units on that site.

Well, it would make sense to address this eyesore while the construction of HYW begins early next year, but this is New York, so that would make way too much sense to happen in reality.

The state hasn’t even issued an rfp for this site yet, so nothing will happen anytime soon. Still, you need to have a plan before anything can happen.

And these NIMBYs need to shut it, and get over their fears of tall skyscrapers. No difference between a 50 and 80 story building in regards to the neighborhood.

No, several large lots remain. But by default this would be the largest.

Community Board 4's wish list for this site, and a few others. Keep in mind that what they want and what the state will do are two different things.

They seem more concerned about height than they do making sure affordable units get built. That's all you need to know about these people.

Some of CB4's wish list for this site and the west side, but they are foolishly more concerned with height limits than they are with getting the units built.
