Hochul Plans to Turn Long-Vacant Clinton Hill Property Into Affordable Housing

A long-vacant state-owned building in Clinton Hill, Brooklyn, could be redeveloped into affordable housing after plans to turn it into senior housing fell through, Gov. Kathy Hochul announced.

Hochul submitted a request for proposals (RFP) for developers to demolish the derelict building at 1024 Fulton Street and build a mixed-use, affordable housing development on the 12,800-square-foot lot, according to a Thursday announcement.

The RFP for the site, which is owned by the Office of Children and Family Services (OCFS), follows an “extensive community engagement process” led by Empire State Development (ESD) and local elected officials “to ensure the project meets neighborhood needs,” the announcement said.

“After decades of sitting vacant, we’re breathing new life into this property and delivering what New Yorkers need most: affordable housing and community amenities,” Hochul said.

The three-story building between Classon and Grand avenues was originally used as a showroom for Brooklyn Union Gas in 1912, and later housed various manufacturing and commercial uses, the announcement said.

In 1997, OCFS acquired the site from the city to develop a community center, but it has been vacant ever since due to “structural issues,” according to the announcement.

This is good, and we need more affordable housing but I just hope this isn't going to rise in 2040 with the community engagement and process with state owned land. This better not need 5 years of community engagement like 100 Gold Street.

I see the mention of “extensive community engagement process” ... and as we know, doesn't yield much needed units quickly!

If Hochul wants much needed units, they need to hurry up.

They really do need to speed things up, though I don't think this building will be very large with such a small footprint. But the process of engaging the community has already been ongoing...

Affordable Housing Tower Announced for 1024 Fulton Street In Clinton Hill, Brooklyn

Plans have been announced for a 17-story affordable housing project on a state-owned site at 1024 Fulton Street in Clinton Hill, Brooklyn. Developed and wholly owned by a partnership of Fifth Avenue Committee, Bedford Stuyvesant Restoration Corporation, and One Brooklyn Health, the approximately 149,000-square-foot structure will yield 125 permanently affordable rental apartments. The $111 million project will also feature a 28,000-square-foot intergenerational community facility operated by Fort Greene Council, offering programming for older adults and early childhood education, as well as a 1,000-square-foot health clinic operated by One Brooklyn Health. The property is located mid-block between Classon and Grand Avenues.

The proposal was chosen through a Request for Proposals process led by Empire State Development.

Units will come in studio to three-bedroom layouts and will be available for households earning between 30 and 80 percent of area median income (AMI). Sustainable design components will include Passive House certification, all-electric building systems, and a green roof.

The selected proposal reflects priorities identified through a community visioning process conducted between fall 2024 and winter 2025, during which more than 150 residents participated in workshops organized by Empire State Development in collaboration with local elected officials. Through its duration, the project is expected to generate approximately 350 construction jobs. The New York State Office of General Services will facilitate demolition of the long-vacant structure currently on the site prior to public review under an ESD General Project Plan.

I was really hoping they would save that factory. And this is a little too tall for that part of Fulton Street, IMO.

New York needs to build taller if there is to be more affordable housing, which is more of a priority. No such thing as too tall in a city that lacks too much of it.
