852 Commissioners Road East - 14s (Under Construction)

There are three apartment buildings at the northwest corner of Commissioners and Adelaide that were constructed in the early 1990s. The original plan was to construct 4 towers, but the fourth one obviously never materialized. The spot for the fourth tower is still zoned for an apartment building today.

JLC Homes purchased the lot for the fourth tower from the original landowner in 2018-ish and in this LFP article from then, they said that they were facing "bureaucratic roadblocks" despite having the same registered development agreement from 1990: https://lfpress.com/business/local-business/apartment-developer-vexed-by-city-hall-hurdles

It looks like this development is now set to proceed because when I search the address in the city's permit registry, building permits were filed and accepted in June 2023 and this recent LFP article from February 2024 featuring the landowner suggests that they are looking forward to starting construction later this year: https://lfpress.com/news/local-news/london-highrise-tenants-face-23-per-cent-rent-hike-huge-unfair

I found about this from the city's weekly public notice in today's paper as a minor variance application was filed this month (to simply change the setbacks by a few meters). Minor variance applications are usually handled quickly.


Unfortunately, I cannot find any renderings, but the diagram below shows where the building will be constructed ...

This address now appears on the Coming Soon section on the website of Escalade Properties... they have built five mid-rise apartment buildings in Aylmer and Tillsonburg within the last few years.

It looks like this project will be their first London one, as well as their first one above 6 stories.

The London web-page was last updated only a couple months ago, and it says that they expect to start construction in Spring 2025 and ready for occupancy in 2026 (seems ambitious)... so hopefully we see construction start soon.

Great news today as they are assembling the 4th tower crane of 2025 onsite. Excavation work has been happening for this building.

Another big concrete pour today for the foundation floating slab for this 14s building.

They are forming for the ground floor slab with most of the steel rebar now setup. Should see the parade of cement trucks very soon.

Have now poured the 3rd floor slab and have some of the 3rd floor walls and posts poured. Working on the parking garage structure surrounding this future 14s building with footings and some posts now poured.

Forming has started for the 4th floor walls on this building. Looks like they are prepping to pour the L1 concrete floor slab of the parking structure on the east side of the building.

Almost done pouring the 4th floor walls and posts and have started forming for the 5th floor slab on the north end.
