934 Oxford Street West - 3s residential (Proposed)

A proposal to replace a SFH with a 3.5 story apartment on Oxford St W.


  • A 3.5-storey apartment building containing 8 units.
  • Special provisions would permit the existing reduced frontage, a reduced minimum front yard, a reduced west interior side yard setback, and an increased density of 80 units per hectare.

For context, this is on the stretch of Oxford between Hyde Park and Wonderland, near Oakridge SS.

It's always great to see a higher-density proposal on a property off an arterial road, that has just a single family home on it. Hopefully we see more proposals like these across the city

It is great to see and I hope this trend continues, seems to be happening a lot in the Byron area, Commissioners stretch between Boler/Oxford. I noticed this morning there is another house for sale and the sign is clearing showcasing the lot size for a different use than the current single home.

Council (at the advice of city planning staff) voted to refuse this development at their January council meeting. The report below goes into the specifics.

It's worth noting that the report mentions that the "applicant submitted a revised concept plan in mid January with the intention of working through issues with Staff", however recent provincial legislation requires Councils to make a decision within a shorter time frame from when the application is first submitted.

However, staff also recommended council to transfer the planning application fees from this application to a subsequent application on the same property, so I'd expect to see another planning application and report soon for this site, with hopefully a recommendation for approval.

Zelinka Priamo Ltd. submitted a Zoning By-law Amendment application on behalf of our client, the land owner of the “subject lands”, in November, 2023 to permit a 3.5-storey, 8-unit residential development. Through initial discussions with City staff, it was clear that they would not support approval of the application in that form.

As a result of those discussions, revisions to the development plan were made which addressed City staff concerns, and for which they indicated general support. Due to the timelines imposed by the Province last year which require a Council decision 90-days from the date an application is submitted, City staff had insufficient time to recirculate the revised proposal.

The 3.5-storey, 8-unit proposal was ultimately refused, with a condition being that a subsequent Zoning By-law Amendment application could be submitted with no additional application fees which reflected the revisions mutually agreed-upon by City staff and the applicant.

The current development proposal reduces the building height from 3.5-storeys to 3-storeys, reorients the building to address the Oxford Street West frontage, and provides appropriate interior side yard setbacks to accommodate separation space and buffering with landscaping and/or fencing.
