Some skyscrapers actually have the same design across cities, or at least very, very similar ones. Atlanta and Austin share the Spire and 360 Condos, although Austin gets the taller:
And the Skyhouse towers can be found all over the country. Just google "SkyHouse _______ (city)" and you'll find one often, from Raleigh to Frisco to Nashville. Here's Austin's:

The former One Shell Square (now Hancock Whitney Center) in New Orleans and former One Shell Plaza (now 910 Louisiana) in Houston are copies of each other. The only major difference is the Houston building has an antenna attached to it. Otherwise, the building design is nearly identical. They were also constructed in the same time period (early 70s). Both were the tallest buildings in their cities when constructed, but several other towers have surpassed 910 Louisiana in Houston. Hancock Whitney Center remains the tallest in New Orleans.
There is a tower somewhere in Italy that's a copy of a tower in Niles, IL. Similarly, Egypt has copied a building from Memphis, TN which strongly resembles a building in Las Vegas. Las Vegas has had a lot of copies all over Europe, and even the East Coast, actually...

I'd say that One Liberty in Philadelphia is more "influenced by" the Chrysler Building, than it is a "knock off". More of a modern interpretation that pays homage to Van Alen's incredible design. One Liberty is FAR from a copy... Helmut wasn't trying to make a copy.
The crappy Chinese version of One Liberty is just that. It's a junky imitation.
