Cappelli Organization Proposes 28-Story Building At 247 North Avenue In Downtown New Rochelle

The Cappelli Organization, a development firm based in Valhalla, NY, has revealed new proposals for a 28-story mixed-use building in Downtown New Rochelle. Located at 247 North Avenue, the site spans nearly 25,000 square feet and is currently occupied by a surface-level parking lot and a low-rise commercial building.

The new structure would rise 28 stories above ground with two below-grade levels of parking and an additional two levels at the third and fourth floors. A portion of the ground floor will also include retail space, though it is not clear whether Planned Parenthood, the occupant of the current structure on the property, will occupy any of this area.

Residential area positioned above will be divided into 28 studios, 144 one-bedrooms, and 72 two-bedrooms for a total of 244 units. Associated amenity spaces, preliminary renderings, or an anticipated date of completion have not been revealed by the project team.

At the 12/17/19 New Rochelle planning meeting the Capelli Organization proposed a 28 story building at 247 North Avenue, currently the location of the Planned Parenthood. This is a through lot from North Avenue to Lecount Place. They will demolish the existing buildings and create a 244 unit curtain wall building with blue glass exterior. The floor plates will shift in and out in five story sections to create a noticeable skyline feature. There will be checkerboard patterning on the parking levels, which will be 2 above ground and 2 below ground and have 211 spaces. The unit mix is as follows: 28 studios, 144 1-bed, 72 2-bed. The 4th floor is the amenity floor with an indoor pool, yoga studio, game room, kitchen and resident lounge. The parking entrances will be from both Lecount Place (to upper level) and North Avenue (to lower level). The building is set on the site so that the views to the water from 251 North Avenue will not be compromised.

the site is cleared for the next addition to this flowering skyline. Prolific Westchester & Stamford builder Louis Cappelli is developing 244 units close to the New Roc City mall.

New Rochelle loves the 20-something floor towers. Is there a height cap that leads to this or is it just the economics at work?

A sweeping downtown redevelopment plan was implemented in 2015 that allows tall towers in the very center of the downtown area (DO-1) but as you move away from the core (DO-2, DO-3, etc) the zoning only permits buildings with progressively lower floor counts. The maximum for DO-2, where all these 20-something floor towers are rising seems to be 28 floors.
In DO-1 developers can go 48 floors, which is what 11 Lawton is supposed to be.
