Legacy Village by Old Oak - London Psychiatric Hospital Lands Redevelopment

Starting new thread for the redevelopment of the LPH lands into a new subdivision.


New revised plan has been submitted.


- 126 single detached dwellings;
• five (5) medium density residential blocks, two
(2) medium density residential/mixed-use blocks,
seven (7) high density residential/mixed use
blocks, and one (1) institutional block;
• four (4) heritage blocks;
• one (1) parkland block, one (1) storm water
management block, four (4) open space blocks;
• one (1) private road block, two (2) road widening
blocks and one (1) future development block;
• all served by the extension of Rushland Avenue,
Howland Avenue and eight (8) new streets

City committee reviewing the awarding of the contract to build the Storm Water Management pond for the new sub-division. Map shows the link to Pottersburg Creek.

Old Oaks announced they plan to call the new neighborhood Legacy Village. Zoning application going to Planning committee May 30th.


They hope to start in 2023.

Planning Committee votes to support demolition request. Up next is full council next week. Should be approved unanimously. Sub division zoning application still to come. Assuming draft plan is approved site prep can start with sewers, utilities and storm water management pond built. The first units will likely be the detached house blocks followed by the townhomes and low rise buildings. Old Oak will likely have their Morgan ave buildings completed as well as the two Centro towers before any of the high rise buildings start.

Demolition has started on the old Government Services building, the smaller red brick building immediately adjacent Highbury to the north of the main LPH entrance.

Windows are now removed from the north wing of the hospital buildings. Should see heavy equipment moving in soon. The former Ontario government building is now just a pile of rubble waiting for trucks to haul away.

Once again an old building at LPH was hit by vandals and a fire was set.

For clarification, it wasn't the old chapel behind the main buildings, but rather the old barn at the north end of the property beside the soccer fields. Labelled as the stable in this google maps view.

The north branch of the main hospital complex has now been demolished. They have brought in machinery to process the concrete and rubble. The south branch has now been mostly stripped of all windows and recyclables and will likely see the heavy equipment soon. Next up should be the central tower portion this spring and summer. Still no word on whether Old Oak has received final zoning approvals and sub-division site plan approvals yet. I suspect not as this is a huge block of land and planning for utilities and storm water management will be major exercise.

Looks like Old Oak recently re-submitted their draft subdivision plan.

The differences that I can see between this new one and the one from last April (first post in this thread) is that there are now thirty (30) single detached residential lots instead of 126, eight (8) medium residential density blocks instead of 5, and eight (8) high density residential/mixed use blocks instead of 7.

Great to see more density!

Lots of interesting insights with the attached site planning documents. For example most of the existing sewers and utilities will have to be removed and replaced due to age and condition. The storm water management plan will result in a pond in the SE corner of the site just north of the CP tracks. Given the topology with the land sloping south from Oxford to Dundas St most of the sewer flows will also be directed south.

Site prep will likely take years to complete before we see any new construction.


Of note; there are also population numbers which are being used to size the utilities. The expectation is for over 13,000 residents to be living here when fully built out.

Noticed they put up some signs along the Oxford St side promoting Legacy Village just recently. Also the renders highlight the large parcel of land that was the former military depot property. Still no word on who owns it now and what potentially may be done with it.

I don't believe the government has disposed of the military land yet. They only recently finished the remediation.

It will be very interesting to see who may bid on purchasing it. It could go a number of ways. New school, more residential or commercial/retail. It's large enough for a Costco or Walmart sized retail building with some parking pad buildings. The bidding could be intense to buy that parcel.

Heavy equipment has now started demolishing the structure of the south wing of the main hospital after removing all interior salvageable materials. Would imagine those crews are now turning their attention to the central hospital tower now.
