Bloome [306-308 Blvd Saint Joseph] | up to 11f | Proposed

Seen some activities at the empty lot next to the Maxi, near the Galleries de Hull. There's a signage asking for public consultation for a proposal.

Apparently there has been an application put in to build 3 towers on the site... 10, 17 and 30 FL.

Groan....OF COURSE there's a petition to stop this before it's even started. This is one of the most egregious cases of Nimby-ism I have seen yet. This corner is perfect for a big development. And St-Joseph Blvd is in dire need of more local consumers to support this dying commercial strip. And if the rendering on the web site is representative of the what it will actually look like, it will be one of the more attractive condos built in this region. The city should fight to make this one happen.

Also, what the hell are the neighbours protesting about? That field is ripe for development. That whole strip of St. Joseph is getting a much needed cosmetic upgrade. Road access is awesome. Rapibus is 2 blocks away. It won't block anyone's views because the houses face perpendicular in the neighbourhood across the road. It will barely be taller than the 21 story commercial building 3 blocks away. A development like this could really spur some renewal in the area.

Anyways, people are idiots. The sky is blue. The sun comes up every day.

The opposition is coming from the crappy "Blackburn" apartment tower across from Maxi.

They have applied for a zoning change of 30 floors (up from current 11). Probably will end up in a compromise.

The Blackburn isn't even directly across the street. It would block the views of the Casino, not Parliament.

Unless I am getting it wrong, I think some of the news articles are misreading the process a bit.

This current step is only the first of three IIRC.

Then there is a process of signing up people who want a referendum on the issue.

Then there is a referendum on the issue - usually not city-wide but certainly involving a large sampling than just the residents of Le Blackburn. There is also probably a threshold in terms of turnout for the vote to be valid.

In my observation it almost never gets to the referendum. Either a compromise is reached, the opponents back down or they pull the plug on the project.

The residents don't even want to meet with he developer, so a compromise isn't possible. This is the absolute worse case of NIMBYs I've seen in a while.

It is really a shame that a great project like this has to abord because of 38 signatures. This law needs to be changed. Think about the substantial financial lost for the city. Unfortunately there will always be opponents who think only of themselves and only focus on negative aspects. We should consider ourselves fortunate that a private developer is eager to invest in our city by presenting a major project in a neighborhood that clearly needs it for revitalization. I understand that a project of this scale requires approval, but all that was done so far by the city is put obstacles in the way. We remain lucky that they still want to build on that site, although it is said that they will respect current zoning which is 10 story. Not quite the same project..

In response to the cancelling of this project via referendum by a group of "influential" neighbors, the city of Gatineau is looking into changing the manner in which referendums can be called (or if they can be called) for urban planning matters.

Take 2... a very modest 2.

To sum it up, due to the opposition of a few people in a building across the street, the original proposal of 10, 17 and 30 floors was canceled, to the disappointment of Mayor, the local Councillor and many other politicians... and SSP forumers.

The new proposal calls for two 10 storey buildings, the allowed zoning, and retail space on the ground floor. Kevlar is disappointed it had to revisit its project, but they say they have to look forward and the new proposal with be nice anyway despite what happened.

La nouvelle version prévoit la construction de deux édifices de dix étages, soit la hauteur maximale autorisée par le règlement municipal dans cette zone. Les condos ne font plus partie des plans: ce sont maintenant 365 unités locatives qui se retrouvent sur la table à dessin.

Des commerces seront aussi aménagés au rez-de-chaussée, de même que quelques espaces verts. Selon M. Bellerive, ceux-ci seront de moins grande envergure, mais ce sera un beau projet malgré tout.

La nouvelle mouture doit être présentée au comité consultatif d'urbanisme le mois prochain avant d'être soumise au vote du conseil. Le conseiller municipal du district, Cédric Tessier, qui avait été déçu de l’abandon du projet, a préféré attendre la décision du comité avant de commenter.
