Interesting.... maybe so.
That staff report recommended Council to refuse this development because it was too intense for the site. When I check the 2015 council meeting minutes, they agreed with staff's recommendation and the zoning change for two 16s buildings was not granted.
Old Oak appealed Council's decision to the "Local Planning Appeal Tribunal" (now the OLT) and according to a Feb 2020 decision, the City and Old Oak came to a settlement to instead approve a zoning change for
two 8 storey buildings (and no townhouses).
