Westbank and HPA team up again to on a another rental tower proposal for the West End.

A 21 storey tower, with a maximum height of 58m (190 ft)
171 rental units, including 43 studios, 51 One-Bedroom, 72 Two-Bedroom, and 3 Three-Bedroom units.
A proposed density of 6.55 FSR

Excellent. I like how the new Westend Community Plan is beginning to reap fruits!

Thanks. This one's been around for years now. Has Westbank always owned the property or did they buy it from a previous developer (ie. taking over their proposal)?

I guess this will be the last pre-West End Plan development to be built?

Yes. It wasn't supported originally and so it was revised to all-rental under STIR in 2010.

This application was grandfathered before the West End Community Plan. Ironically, the proposal likely wouldn't be supported now given that the WECP effectively bans any new towers outside of the corridors ie. Davie, Alberni, Robson, Thurlow. Mind you, with Ian Gillespie involved, I'm sure he could've gotten this through anyway.

The City has posted the boards from the Open House (12MB PDF) on February 16.

Looks like there will be some LED lighting at night on the side facing Denman.

Staged Central Plant
The proposed boiler plant will be flexible by design. It will grow in
capacity with increasing demand, from initially serving 1754 Pendrell to
potentially serving up to 1.2 million sq.ft. of residential floor area. There
may be opportunities to capture existing buildings, where compatible, in
addition to future new developments.

Yes it does!! Last year they put a fence up around the empty lot to discourage people from parking in there. It's a good reading ground for rats. I can't wait to see this get started!

There’s been a rezoning proposal on this site for years. It started as a condo and rental tower designed by W T Leung that went through a couple of iterations and ended up with non-support from the Urban Design Panel.

Westbank acquired the site and Henriquez Partners designed a similar height tower that initially had 171 rental units, including 72 2-bed and 3 3-bed units. This design [removed] had curved balconies that are reminiscent of Jameson House – although they didn’t feature a dramatic cantilevered section.

This night view also suggested an interesting design detail; sail-shaped elements. The project was rezoned in September

Now the development permit has been submitted which shows a somewhat different, and slightly more contemporary design. There are now 173 rental units in total, and 26 will now be non-market rental.

It's the modern bifurcated design again!!

I think I like this one better, though.
I'm hoping the extensive use of wraparound balconies will provide LEED satisfying shade and reduce the use of spandrel glass to reduce solar gain.
