2014-2018 Council Governance Review

Report to be tabled today and discussed at the Dec 3rd meeting.

Should be interesting. I am hoping for some kind of community council structure.

Passed Motion To: WHEREAS Members of Council are subject to the Municipal Conflict of Interest Act, and have executed a declaration of public office to meet the requirements of that statute; and WHEREAS in order to determine if a duty to disclose a direct, indirect or deemed pecuniary interest exists in applications being considered by Committee and Council, it is necessary that the Members of Council be aware of the identity of the Applicant: THEREFORE BE IT RESOLVED THAT reports to Planning Committee and Agriculture and Rural Affairs Committee with respect to applications made under the Planning Act and the Ontario Heritage Act include the name of the property owner (and where the application is being made on behalf of someone other than the owner, that person’s name) to enable Members of Council to meet their statutory obligations.

Interesting that there is no discussion of the issue of student representation--how to account for out-of-town students living in Ottawa during the school year who are not accounted for in local census data. This issue caused an OMB appeal in Kingston two years ago, with the OMB ruling that city councils have to adjust population figures for university districts upwards beyond Statistics Canada census numbers to account for these individuals, when planning ward boundaries. In Ottawa, if this was done, Ward 12 Rideau-Vanier would likely become overpopulated beyond the 25% limit requiring redistricting.

I'll raise this issue at public meetings if there are any.

Some of the issues identified in the report are:
-We need a new ward in Barrhaven/Riverside South
-Cumberland ward, which is supposed to be rural, is now dominated by suburban residents (projected to be almost 80% suburban)
-general realignment of east wards including Blackburn Hamlet
-what to do with suburban expansion areas approved since the 2005 review
