1590 Belcourt Blvd | 6 x 7.3 m | 2 fl | Proposed

The proposal is for a Planned Unit Development (PUD) containing 12 semi-detached units. Two (2) units will be located at the front of the property along Belcourt Boulevard, with the remaining ten (10) units arranged along a private access driveway at the rear to the west. The units will be provided with outdoor amenity space in the form of rear yard open space, as well as individual front porches. A private driveway will connect each unit to a single-car garage, providing sufficient room for two (2) resident parking spaces.

The subject property, municipally known as 1590 Belcourt Boulevard, is located in the Orléans Village – Chateauneuf neighbourhood, in the east end of Ottawa. It is situated on the west side of Belcourt Boulevard, just south of Carriere Street. The property has approximately 30 metres of frontage along Belcourt Boulevard, and measures 0.36 hectares (0.88 acres) in area.

The subject property is currently developed with a single-detached dwelling. Four (4) single-detached dwellings flank the northern lot line of the subject property, which front onto Carriere Street. An additional single-detached dwelling fronting onto Belcourt Boulevard shares two (2) lot lines with the subject property. The western lot line abuts École St-Joseph d’Orléans, a Catholic elementary school, and a row of trees fronts along the west edge of the property.

Planners back 12-unit development to replace single home in Orléans

Ottawa’s planning department wants city council to endorse an intensification project in Orléans.

Attollo Homes wants to replace a single-detached home at 1590 Belcourt Blvd. with 12 semi-detached units. Two would front Belcourt, with the remaining 10 units arranged along a private roadway in the back.

The land in question require a zoning amendment to allow the developer to cram more units onto the site, which is surrounded by single-detached homes and an elementary school.

Of the 30 residents who responded to the city’s request for feedback last spring, 25 opposed the plan.

The applicant originally wanted to build 14 units, but reduced that by two in response to public concerns, according to a staff report submitted to the planning committee, which is to discuss the matter on Tuesday.

Planners say the proposed development will help the city achieve its overall intensification and housing objectives, and has been designed to “respect the existing character of the surrounding neighbourhood” by providing some units that front onto Belcourt and by having heights similar to those found in the immediate vicinity.

Planners are also satisfied with the applicant’s decision to include two visitor parking spaces — which aren’t required, but were added to address some residents’ concerns about unwanted off-site parking.

Other concerns, including the addition of fences along all yards abutting the existing residential properties, can be addressed during the site plan control process, staff say.

Innes Coun. Rainer Bloess, who is a member of the planning committee, supports the staff recommendation, the report says.

In a situation like this who owns the road? Does each of the 12 own their own land and 1/12 of the road through an agreement?
