I think more of the east than rust belt, with strong French Canadian overtones. Ottawa was more of a 19th century mill town like out east rather than a 20th century centre of industry like the midwest/rust belt cities.

Height is lacking, but the density is there. I'm beginning to think of Ottawa as having some qualities of a small European city.
