The developers originally did not want any cross bracing obstructing the highest (and most expensive) apartment units. Structurally, it would have been possible to terminate them at the 90th floor and build the top floors as a simple box frame.
Fazlur Khan somewhat exaggerated the structural benefits of the topmost brace in order to preserve continuity in the visual design.
