This is an interesting one... at the NW corner of Commissioners and Adelaide, there are three apartment buildings that were constructed in the early 1990s. The original plan was to construct 4 towers, but the fourth one obviously never materialized. The zoning, however, remains there to this day.
JLC Homes purchased the lot for the fourth tower from the original landowner in 2018-ish and in this LFP article from then, they said that they were facing "bureaucratic roadblocks" despite having the same registered development agreement from 1990:

Anyhow, it looks like this development is set to proceed because when I search the address in the city's permit registry, building permits were filed and accepted in June 2023 and this recent LFP article from February 2024 featuring the landowner suggests that they are looking forward to starting construction later this year:

I found about this from the city's weekly public notice in today's paper as a minor variance application was filed this month (to simply change the setbacks by a few meters). Minor variance applications are usually handled quickly.
