I suspect the content of any policy is viewed by most people as much more important than it being passed without 'a trillion amendments or endless debate'.
But if ABC is more efficient at moving their policy through Council, it's in part because they illegally meet (virtually and as a caucus) and agree decisions ahead of time. That's been noted by the ethics commissioner in two reports that the mayor and ABC continue to ignore. Caucusing is legal in Federal and Provincial politics but it isn't allowed at the municipal level.
Unfortunately, there's not much that can be done about ABC's continued breach of the rules, as they're supposed to self police them. B.C. ombudsperson has recently said B.C.’s system is too weak. And ABC's initial response to the findings were to try to shut down the office of the integrity commissioner.
Internally within ABC there have been several minor earthquakes. They've thrown one councillor out of caucus, and they no longer control either the Park Board or the School Board as commissioners on both bodies have abandoned ABC for other parties, or to become independent. The two bi-elections show how popular the party had become last year. It'll be interesting to see how the next election plays out. It would be ironic for Sim to win, but the majority of Council being from more progressive parties. Maybe he'll start issuing Executive Orders, signed in sharpie.
