According to the video, the suspended platform is three levels high. The top level is for placing the new glass cladding. The middle is for anchoring to the building and the lower floor is for marble removal, insulation removal, old bracket removal and new bracket installing.
So once it gets going the lowest floor takes the longest work, then it moves down a level and that one it just finished remains unfinished until the platform lowers another level and then the top floor of the platform has now reached that initial level and glass can be installed.
