No question. It's just that in terms of value for money, it would have been hard to do worse than Olympic Stadium.
Look at it this way. Seattle built the Kingdome, as well as the Kingdome's 2 replacement stadiums, CenturyLink Field and Safeco Field, for a total of $1.01 billion US.
Meanwhile, Montreal got Olympic Stadium (the whole complex including pool, velodrome, parking garage) for $770 million, or according to Wikipedia, $1.47 billion once you factor in repairs, interest and other costs. I'm sure that even if you remove interest from the equation, it's probably still close to, if not over a billion dollars.
Seattle has two top-notch venues while Montreal is saddled with a tenant-less money pit it can't get rid of because of the fortune it would cost to demolish it.
