Yes, the viewing area is open to the public, but access is only through Booth Street at the moment until they open the footbridges behind the War Museum. The falls are quite loud, but it's a soothing kind of noise. They have lounge chairs where I almost fell asleep on. I like the space, it provides a different perspective on the city. Currently the viewing area is open 9 AM - 9 PM daily according to the Energy Ottawa folks at Doors open. That limitation is apparently due to the amount of construction in the area.
