That's like opening a can of worms...but to sum it up a lack of good transit access, a slow(er) recovery since the Great Recession compared to other parts of town(they are just now filling office vacancies in several of the towers), changes in ownership, there are better real estate opportunities elsewhere in Midtown and/or Buckhead,
As far as developing the remaining lots within the urban grid of Atlantic Station there's a requirement that so much of the soil cannot be hauled off-site but must remain within a certain designated area on the project for environmental reasons. Which adds costs- not to mention the pro-forma for developing these sites just hasn't quite warranted the cost of the type of density needed on the more urban infill sites that remain.
