It's a bit confusing about why the building currently has a 2023 opening date considering how quickly cladding has gone up since early September. Possibly it has to do with a lot of interior work still needing to be done, along with the work needed to clad the base in black granite and paving the surrounding plaza area around the building.
From the second image, there appear to be barriers similar to an AquaFence® near the east entrance to the complex from Vesey Street. These types of barriers are also presently on Fulton Street near the east entrance of One World Trade Center.
Previously there was regular fencing in these areas. Not sure what the reason would be for new type of barriers being installed for the time being, although they are more aesthetic than the regular construction fencing.
