TGH , TLH are separately funded and not included as part of the Provincial 5 year plan.

They budgeted $ 21.2 M for TGH last year, I can find tenders for about $16 M of that and the major overpass at Topsail RD is nowhere near finished with only the side pads complete and looks like some of the pre-cast beams are ready to be placed. So, after they place the beams they still have to do decking, sides, etc, but they wouldn't stop opening Kenmount Rd to Topsail Rd after they finish that part.

On the Kenmount to Topsail Rd section, they still have to do lighting, guard-rails, signage, grading, paving and another overpass at Topsail Square. There's also work needed north of Kenmount Rd.

Sounds like we may not be on it this year either, unless they open just the Redmonds to Kenmount section? Sigh

Unbelievable - no target date for opening the TGH. If the government doesn't have a planned date then contractors sure aren't. As well, the article mentions a couple of tenders being awarded last year in April and May, for paving and the underpass at Topsail Road respectively. If this is an example of how the "early tendering system" is supposed to work - well it isn't.

The government claims it was able to do extra roadwork in 2017 because of the savings found with early tendering. It's hard to see any roadwork being done anywhere before July. I imagine it takes some time with hiring of personnel and possibly equipment logistics to get out of the gate as soon as a tender is awarded. With our short construction season tenders should be awarded by March so construction can begin by 1st of May. Imagine how much could be completed if work actually proceeded for 7 months instead of 3 to 4?

I can't tell if this is due to general government inefficiency or that they are deliberately delaying this thing because they want to only spend so much per year.

I get that there was a bunch a blasting/grading and overpass work but it seems slow. From what I can gather that stretch from Topsail to Kenmount is about 4KM(or maybe even a bit less)...so we are in our 7th year of building a 4KM stretch of highway...

I don't even want to try to predict when the entire thing will be completed. I guess the only brightside of the Mount Pearl section is there shouldn't be really any blasting required and less overpass work overall.

Supposedly the Topsail Rd. overpass will be completed as well.

I guess it's not inconceivable that it will be done this year but I'm guessing it will be December.

I noticed there's a few guys working on the North-side pad for the Topsail Rd overpass and the crane is up again. It appears they have 8-10 concrete beams done so they may be ready to lift those into place maybe in a few months, but they still will have the decking and sides, etc to do - which may get done this year. HOWEVER, the Topsail Rd overpass has no real purpose since there's no work done south of Topsail Rd other than the base roadbed, not sure they even put in the the drainage and electrical south of Topsail Rd and there's still no commitment mentioned south of Topsail Rd.

From the Telegram drone video last November it's not clear that any work has been done on the Sobey's Square overpass that's needed in order to get onto TGH from Topsail Rd.

I wonder what's to be done for the $13 M budget this year, they didn't use all the budget last year.

Also, Mayor Breen says they still haven't agreed to snowclearing for the road.

I don't think St. John's should take on responsibility for snow clearing the TGH when it is clearly a regional road. I hope Mayor Breen stands firm on this one, it should be a provincial responsibility. At the very least it should be shared responsibility with Mount Pearl, but again I think it should be provincial.

It appears St. John's will be replacing the broken meters on Harbour Drive with a pay-by-phone app (or call) system as of June 2018.

I found these systems worked quite well in Calgary.

I agree, this was a pledge by Doc O'Keefe. I don't remember if it was actually passed by council and presented to the Minister of T & W. It certainly shouldn't have. Means St. John's is setting a precedent of looking after a provincial road in order to facilitate completion.
