[St. John's] Transport development (Highways, Airport, and Public Transit)

I don't think St. John's should take on responsibility for snow clearing the TGH when it is clearly a regional road. I hope Mayor Breen stands firm on this one, it should be a provincial responsibility. At the very least it should be shared responsibility with Mount Pearl, but again I think it should be provincial.
