They've been doing something like this for a few years with no visible exterior improvements.

RE : the first image.

The formwork boarding seems to suggest they're repairing or patching up the concrete for weathering or cracks, maybe?

You can see in the portion in between them where it looks like they've already removed rectangular segments that were possibly worn down or showing cracks and which they'll probably patch and re-form.

Seems like standard issue maintainance or preventitive maintainance.

The page wasn't public but I think there might have been a recent contract for facade repairs. I don't think they have announced the expansion plans for that building yet.

It sounds like it's grout between the sections of the "roof" section of the new Great Hall.

There are 4 floors of small lecture theatres in the middle of the tower, so that would increase ceiling heights.
It has a long profile, too, so that'll change the skyline at UBC.
The rendering makes it look squat.

Tidbit on how funding works for UBC housing projects

While some B.C. universities may benefit from vast endowments and land holdings, UBC’s Parr said it’s not all it’s cracked up to be.

While UBC does not need to pay for land already in its control, the savings are offset by high borrowing costs, said Parr. “In fact, the cost of borrowing over a 25-year amortization period is greater than the value of the land we are using for student housing,” he said.

Another challenge is “public sector [post-secondary institutions] are often not allowed to access external borrowing as these budgets roll up to the province’s budget and could impact the province’s credit rating,” he said.

Besides those that receive provincial dollars, all other projects at UBC have been financed internally by borrowing from a portion of the UBC endowment and paying investment rates on the mortgage interest to support endowment growth.
