RE : the first image.
The formwork boarding seems to suggest they're repairing or patching up the concrete for weathering or cracks, maybe?
You can see in the portion in between them where it looks like they've already removed rectangular segments that were possibly worn down or showing cracks and which they'll probably patch and re-form.
Seems like standard issue maintainance or preventitive maintainance.
