Yeah, that's the City's view, too.
The only tunnel in the area is from Waterfront Station to Vancouver Convention Centre via Waterfront Centre (with a branch to Sinclair Centre).
(and granted, there is the
rain issue)
The only underground connections in Vancouver are really there to drive /funnel shopping traffic to the retail concourses under buildings.
Buildings without significant retail below have little incentive to build a link, even if it would be convenient for office workers (i.e. Park Place; 111 Dunsmuir).
