Updated Proposal (Dec 2025)

TRIM Road 1 Limited Partnership proposes a mixed-use development comprising four (4) high-rise towers, surrounded by a public pedestrian plaza. 1,586 square metres of ground floor commercial uses shall animate the pedestrian realm and provide a mix of services and amenities to visitors and residents alike. Across the development, a total of 1,257 dwelling units in 82,699 square metres of gross floor area are proposed. A total of 141,124 square metres of gross floor area is proposed across the development.

The updated design maintains the intent of the approved 2022 design, providing high-quality residential units in a mixed-use community near rapid transit on a site developed to improve the streetscape and active transportation connectivity in the neighbourhood.

The towers shall incorporate prefabricated modular panels, source local materials, and integrate material efficiencies in selections such as insulators to reduce the greenhouse gas emissions of the building and the operations of the towers.

Commercial units are proposed in Towers B2 and B3 and a restaurant space within Tower B1. These uses shall be oriented towards the internal plaza or the Jeanne d’Arc Boulevard North frontage, providing active frontages, greater accessibility, and visibility to members of the public.

The updated Tower B1 design contemplates extending the podium restaurant to a dining room on storey 29. The top-floor restaurant and bar is strategically oriented towards the Ottawa River to enjoy unobstructed views to the north and northeast, including Petrie Island and the Quebec shoreline. Access to the restaurant is provided by a dedicated elevator designated to directly serve the restaurant.

Tower B4 is not proposed to contain commercial uses; the ground floor will instead feature six (6) dwelling units. looking onto the adjacent pedestrian walkway and north toward the river.

An underground parking garage shall span across the site. Vehicular access to the subject site is proposed from two entrances, below Tower B1 at the northwest corner of the site via Tweddle Road and another under Tower B4 oriented to the intersection of Jeanne d’Arc Boulevard North and Trim Road. A total of 877 parking spaces are proposed to be provided as part of the development for residential and commercial uses, with parking provided at a rate between 0.46 spaces per unit and 0.84 spaces per unit, plus 0.1 spaces per unit for visitor parking. No surface parking is proposed in favour of a pedestrian environment surrounding the towers.

These are great! I'm happy to see retail added in, I wonder how well the businesses will do. The limited amount of parking will be a true test to see if people will actually live in orleans without a car.

Yeah, and it's sort of on an "island", isolated from the rest of Orleans. Who will go outside the residents of Petrie's Landing and the few students and staff from La Cité?

If the City could improve Tweddle to the beach, with a proper MUP + build the ped bridge to Trim Station, then it's a game changer.

Wow, I just realized how treacherous the walk from the train station is to the buildings... basically turns a 5 min walk into a 15 minute walk

Four highrise towers, including a restaurant, proposed for Orleans near Petrie Island

A proposal to build four highrise towers would see more than 1,200 residential units added in Orleans.

An updated design proposal submitted to the city by Fotenn Planning + Design describes a group of towers ranging from 24 to 32 stories on a vacant lot on the corner of Tweddle Road and Jeanne D’Arc Boulevard.

The podium-style buildings would contain 1,257 units, as well as 1,586 square metres (17,071 square feet) of ground-floor commercial space and a public pedestrian plaza.

It’s a development that Fotenn said would “animate the pedestrian realm and provide a mix of services and amenities to visitors and residents alike.” In addition to the ground-floor commercial space, one of the towers would include a restaurant on the 29th floor, featuring panoramic views of the Ottawa River and nearby Petrie Island. In its planning rationale, Fotenn said the restaurant would be a “signature amenity,” envisioned as both a neighbourhood gathering place and city-wide attraction.

“The venue not only enhances the appeal of the development itself but also strengthens Ottawa’s east end as an emerging destination for culture, dining, and entertainment. The project brings forward a distinctive urban experience that reinforces the long-term vitality of the surrounding community.” The proposal also calls for underground parking that would include 877 vehicle spaces: 764 for residents, 126 for visitors and 25 for accessible parking. It would also include 1,257 bicycle spaces, primarily underground.

The property is currently characterized by wetlands and steep slopes, according to the application, with adjacent lands zoned for environmental protection to the west and development reserve to the east and south. According to its planning rationale, Fotenn said the overall property is 34,154 square metres (367,630 square feet), but its topography limits the development area to 11,229 square metres (120,867 square feet).

The proposal asks the city to lift the holding zone of the property to permit the development.

While most of the surrounding area is wetlands, the neighbourhood has seen more development activity in recent years. Petrie’s Landing, a four-tower development by Brigil located to the east on Jeanne D’Arc, is cited in the application as similar to the development being proposed. There have also been new commercial developments close by, including one that now houses a pharmacy, dental clinic and restaurants.

Petrie Island, located just north of the property on the Ottawa River, includes amenities such as a municipal park, restaurant, play structures, beach, marinas and an interpretive centre with family programming.

The new pharmacy, dental clinic and restaurants, is that Brigil or is on the other side of the 174, in which case, you pretty much have to drive.

Like I said, if someone builds a ped bridge to Trim Station and the City makes Petrie Island accessible to anything other than cars (Tweddle is a narrow unpaved road with no sidewalk), that would help tremendously.
