No conventional subway can or should resolve the issue of long travel times. The nature of that type of transit line is that it's best for a highly dense urban context and relatively short trips. RER is more suited for longer trips to the outer suburbs and can also serve the areas where stations are located in the central city.
RER will massively upgrade service to the suburbs and areas of central Toronto that have no subway, including areas where even the DRL won't reach. But it won't effectively relieve Line 1. The DRL will relieve Lines 1 and 2 and will expand the subway to the east and west downtown areas and the Pape/Don Mills corridor, but it won't do much for longer trips.
The DRL and RER are both needed and would collectively address the worst problems with Toronto transit much more effectively than a new line alongside the existing Yonge line.
