I think once more development happens on that side of Victoria Park, then the loiterers will be less likely to congregate there.

I doubt it. Loiters / homeless / jibbers are everywhere on 11th and the Scarth Street pedestrian mall and there are storefronts and development all along these areas. This is what happens when your City's transit service is actually a welfare service, and you turn what should be your most vibrant street in the City (11th Avenue) into a transit mall. Its killing the surrounding businesses because people are not comfortable in those areas outside of business hours.

They have just as much right to be in that area as you do. Too many people like yourself are scared of every person who isn't rich and white. Pretending that homeless and less polished people don't exist in central areas in every city is naive. I was downtown all last night, I experienced no problems. Don't live your life in fear of people who look and act different from you, they don't care about you and won't interact with you unless you give them a reason to.

Please, spare me your social justice lecture. It has nothing to do with an individual’s “right” to be somewhere – and it has everything to do with the type of activities or behaviours that those individuals engage in that cause others to have concern for their own safety. As far as pulling out the race card right away, says a lot more about how you see others than it does of me. I spent years bartending and living in downtown Regina before I got into my profession, and I’ve seen a lot of crazy things happen that would likely have you curled up in the fetal position shaking. So, forgive me if I’m not impressed that you spent an entire evening in the downtown and made it back to your parent’s basement A-OK. The point is that when a place becomes uncomfortable to be at for the very people you are trying to attract to be there (young women, parents with their kids, seniors) then something needs to be done to address the issue. It has nothing to do with who has a right to be where, but rather, does the current situation lend itself to an inviting and safe community.

Yes there are loiterers, beggars and likely some criminals wandering around downtown just like every other city. The bus passengers crowding 11th make it safer not less safe. The solution for making any downtown safe is more activity and more people.

Also I know I can't determine where some one is from by their skin colour, but I will generalize and say that most of people waiting for buses on 11th are new immigrants. These folks are used to using public transit and have not been raised in the private car culture like many of us. I personally love seeing them downtown, even if it is just for a bus transfer.

That has been up for weeks. Why wouldn't they at least try to sell it. If the City spends $3 million on filling the hole, there may be little value left above that amount.

I can speak personally about using City Transit as I have been a rider every workday for 11 years or so. Yes, there are some immigrants that take the bus because they either don't own a vehicle or have a drivers licence. The majority of people on the buses (and this is at various times of the day) are downtown workers, seniors, students, and immigrants. Everyone has a reason to take the bus. I have a drivers licence but I decided not to own a car. I rely on family if I need to go anywhere -or take transit. There is absolutely nothing wrong with taking transit and I wish more people would so so. This would help with congestion on our roads. Regina Transit's fleet of modern buses are comfortable and air conditioned. As for the 'scary people' I have rarely ever seen such a person riding on a bus. We are all citizens of this city, and most people respect public transit as an important means to get around Regina.

I must add though, that there are impoverished people in our city who cannot even afford to take a bus. Single cash far is $3.25, and a 31-day adult pass costs $88.00. I have seen over the years (downtown) some people trying to sneak onto a bus through the back door as people are exiting the bus, or getting on while the driver has stepped off to use the bathroom in the transit centre while leaving the door open. But this is not common.

I agree that having passengers waiting for the buses on 11th Avenue helps make people comfortable though, even as an adult male, I have felt uncomfortable waiting for the bus occasionally on a cold, dark, winter evening when the stores are not open.

As an aside, I really feel that the creation of City Square has made Victoria Park feel less safe at certain times of the day. The square is empty of cars and people after 6:00 pm. When 12th Avenue was open to thru traffic, and the buses stopped along side the park, there was more activity making it feel safer.

Agreed, which brings back to my original point that once the area of Novia Cafe and surrounding area receives more development and businesses, the area should become less sketchy.
