This is incredibly stupid and you are so out of touch. People in North America, and specifically Canada are extremely apprehensive to protest anything, and the size of a protest is not indicative of how the general public feels about something.
If this were France or another country where protests are common and publicly supported maybe I would agree, but people in Saskatchewan won't protest extremely important things, let alone a Wascana Park project. Just because people don't want to go protest in -30 degree weather doesn't mean they aren't passionate about something.
Also, governments in Canada (mostly Provincial) don't listen to citizens of Regina, hence the construction of the Bypass, Mosaic Stadium, and the GTH despite significant public pressure otherwise. Why would I waste my energy protesting something that has already been decided and won't be affected by public outcry.
