Trying to make a parking deck look pretty is like putting lipstick on a pig, but I wouldn't be too harsh on the Captial parking deck. This one is actually going to help the pedestrian experience around the State capital. When it is complete the existing deck to the East of the capital building (next to the connector) will be demolished. The plan is to creat a small greenspace there that will be used for gatherings/demonstrations. Currently there is not a good spot for those kind of events.
The other plan is to close the road on the South side of the capital building (between the capital and the office buildings inluding this new deck) to allow safer passage for legislators and other staffers to go between these buildings.
So, I think an area will be improved by the addition of a parking deck for once.
Even longer term, although I'm not sure it will ever happen, is the plan to cap the connector and connect the capital to a linear park/greenspace between MLK and Memorial Drive. This park would run from the capital all the way to Oakland Cemetary. It's called Capital Gateway Park or something like that. It was included in the "Greenline" study for downtown a few years ago, but I don't know if the State has any guts to fund the cap over the connector.
The city has been quietly buying up the land between MLK and Memorial for a while now and that park may still happen. But how awesome would it be to have the whole park connected from the Capital to Oakland?
