The way they did the base is like the worst way to complement the tower form. Walking underneath it, no one would have a clue how cool the tower actually is. This is the closest thing the city has to metabolist architecture, and they neuter it with a long glass podium that has no geometric relationship with the tower.
They could've easily focused the public space into a square directly under one of the lowest boxes instead of having a uniformly-extra-wide sidewalk. They could've easily replaced one of the upper boxes with a column-free sky garden. The lost GFA can be absorbed into a slightly beefier tower, and would still look more graceful. They totally did not take advantage of the unique structure and the opportunities it could've afforded to creating unique outdoor spaces.
I mean, imagine if they did this to the Shizuoka building lol
