That's my thoughts too...

Not only for window washing, but other types of repairs.
If the window washers are on ropes, then they need to repel without hitting the ledges, and the ropes usually hang against the building (so along the edges of the glass (presumably not sharp enough to cut the ropes)).
Usually when the washers pull up the rope after completing a section, the end of the loose end of the rope flies all over the place
- would it break a louvre?
The second (lower) louvre seems to be in front of vision glass, so do they have to clean between the louvres?
Then there was the question whether pigeons will stand (and poop) on them.
