Completely agree - was just using UofR & UofS as examples. Applies equally to most other publicly-funded post-secondary institutions in Canada.
Matter of fact, I'd say it applies equally to public funding in general. Governments want to spend money on new & shiny (e.g.: buildings, roads, buses, lightrail cars, programs, etc.), not maintenance.

Government provides millions to ensure things we already have keep working."
Likewise, public institutions like post-secondary institutions, cities, utility companies would prefer to avoid raising taxes/tuition to fund capital upkeep & maintenance.

vs.
"
Government raising taxes to maintain something you don't see & take for granted (like water lines, electrical infrastructure, gas lines, etc)."
Similar to our own lives - we all know we need to maintain/replace windows, roofing, driveways, furnaces (plumbing & electrical in older houses) - but most of us would far sooner spend money on things we see every day... like a new kitchen/bathroom
