True enough! By mid December, there is already lots of snow and ice. There has been a few Decembers where there was no snow and it was warm and had green grass, but that was unusual. With snow and ice, the ground will be too frozen to plant trees and flowers. Fresh patches of grass can only be put in the spring, summer, and fall not winter. Maybe in Southern United states, Southern Europe, Africa, Mexico, and the Caribbean, one can build a park and plant trees in mid December, but not in Canada. Probably in British Columbia, one can plant trees and build a park in mid-December, because cities like Vancouver and Victoria do not get very much snow. It rains a lot there. In Australia, one can build a park and plant trees, because it would be summer there, since it is located in the Southern Hemisphere.

Bulldozers in a year seems a little optimistic. The triangle portion by the claridge presentation centre is owned by pwgsc to be used as a future government building (and we all know how fast those move) and the other portion may be turned over to a private developer, who may have plans for that section, but given the glacial pace of phase 1 of development it would likely take some time (I'll take decades if there is a pool) before their bulldozers are ready. Also, the development will probably have to include some green space, so it would be easier for the developer to just keep the existing park and call it their greenspace.

This just seems like a waste of money, seeing how its temporary. Why not just leave it as is, save a few million $? I guess NCC has a budget they gotta use up before end of fiscal year.

Also, loga, just a little tidbit, southern hemisphere countries get winters too, with snow, ice etc. And this includes Australia (in the mountains). Its opposite of here though, so right now its winter there.

The earth is closest to the sun on January 3, and furthest on July 4. (It can vary by about a day sometimes during leap years and such).

Lightbulb Redevelopment in Lebreton flats

Didn't they not say that they were going to come up with the final redevelopment plan of Lebreton Flats in November? Then, they are switching it to mid 2016. Weren't they not going to include a stadium, some condos, art and culture building, and some retail? I wish that they build a movie theatre, because the one in Lansdowne does not show very good movies most of the time and all the ones are closed downtown except for the Bytowne. A green park with a fountain should look nice.

Trust me, every bizarre project in Ottawa over the next 3 years will be in some way related to sprucing up the place for Canada's 150th. Don't look at this wasteland you silly tourists, look at this cute little park and learn about an Algonquin or two! We even moved the fence!

NCC extends deadline for LeBreton Flats proposals

The four groups competing for the contract to develop up to 21.6 hectares of land at LeBreton Flats will now have until Dec. 15 to submit their proposals, the National Capital Commission said Tuesday.

The original plan was to have the submissions in by November, but the NCC said the extension was granted “at the request of proponents.”

Claridge Homes, Devcore Group, Focus Equities and RendezVous Lebreton Group are all competing for the right to build on the land.

The RendezVous Lebreton Group, with which Windmill Developments is a partner, is proposing a new home for the NHL’s Ottawa Senators, as well as residential, commercial and green space.

Claridge is proposing indoor and outdoor concert venues and cultural enterprises, again with green space and residential and commercial development.

Devcore Group is planning multiple cultural institutions “developed around a grande allée,” along with green space and residential and commercial development.

Focus Equities is proposing to house the headquarters of an international institution, accompanied by cultural venues and the ubiquitous green space and residential and commercial development.

A decision is expected by mid-2016.

The NCC board meeting also heard negotiations are continuing for the transfer of a small portion of federal land to Windmill for its $1.2-billion Zibi development at Chaudière Falls, and that all land transactions needed to complete the first phase of the LRT have been completed.

The Senators are excited about their future.

Speaking in a exclusive one-on-one interview Sunday, Senators owner Eugene Melnyk noted club officials are working hard on what they think will be a spectacular bid to build a new rink downtown at Lebreton Flats.

Though details of the bid to the National Capital Commission on Dec. 15 have to remain private, Melnyk noted the club’s submission will be extensive and exciting.

“I’ve indicated what I want to see in Lebreton and it’s going to be so spectacular. If we get the bid it’s going to change Ottawa forever,” he said. “There’s going to be landmarks in there that if you come to Canada, you have to get to Ottawa and if you get to Ottawa you have to get to Lebreton.

“It’s going to be one of those bucket list things where you have to go to Lebreton and spend a day there. It’s going to be so spectacular but it’s not a given. We’ve got to win the bid.”

I would love to see our team move to Lebreton. It's so amazing to see all the fans walking down Bank to go to Lansdowne for Redblacks and Fury games and we really miss out on that with a suburban hockey arena. There are 10s of 1000s of parking spots within a 10-15 minute walk (less than 5 minute LRT ride) from the location and TONS of opportunity for mid to high density residential in the surrounding area. That being said, I can't way to see all of the proposals and just hope the winner can really do what they say they are going to do....unlike the last iteration of Lebreton.

NCC announced today that the public consultation for Lebreton Flats is scheduled for January 26/27, 2016:

Exhibition rooms will showcase each proposal and allow the public to speak with proponents and ask questions. Comment sheets will be available for the public to provide input to the NCC and proponents on different aspects of the proposals.

The presentations will be webcast and live-streamed on Periscope to allow for Canadians across the country to view and comment on the proposals.

An online consultation will be held from January 26 to February 8, 2016.

A report summarizing the input provided by the public will be prepared and submitted to the evaluation committee for consideration in its assessment of the proposals.

The National Capital Commission will unveil four competing proposals for the redevelopment of part of LeBreton Flats at a public consultation in late January.

The Jan. 26 presentation will kick off two days of public consultations at the Canadian War Museum on the proposals to develop a 9.3-hectare site near the museum by Claridge Homes, Devcore Group, Focus Equities and the Rendez Vous LeBreton Group, whose plan includes a new downtown hockey arena.

In addition, the NCC has asked the proponents for their development planning outlook for a 12.3-hectare section of LeBreton known as the option lands.

The presentation on Jan. 26 will be webcast and live-streamed on Periscope, with representatives of the competing teams on hand to answer questions from the public. The NCC will also hold an online consultation from Jan. 26 to Feb. 8.

Though the development proposals are due by Dec. 15, chief executive Mark Kristmanson said the NCC will have to do “due diligence” before it can release them publicly.

“We’re very excited about this,” Kristmanson said. “We think it’s going to be a real competition and it’s going to capture a lot of interest and passion.”

An evaluation committee will review the four proposals and make a recommendation to the NCC’s board in March, triggering negotiations with the preferred proponent. An announcement of the winning proposal is scheduled for early 2017.

Nearly two years ago, half a dozen high-powered developers sat down with Mark Kristmanson, then newly appointed as CEO of the National Capital Commission, to talk about LeBreton Flats.

“I asked them what we should do with this,” Kristmanson said of the last major undeveloped tract of land in Ottawa’s heart. “And they said, ‘Make it carte blanche, tabula rasa. Don’t prefigure it, don’t tell us what colour of beige to make the bricks, and we’ll come back.'”

The NCC accepted their advice, asking private-sector teams to submit development proposals built around a “signature attraction” for 9.3 hectares of vacant land south of the Canadian War Museum and, if required, an optional 12.3-hectare parcel to the west.

In February, it shortlisted four of the teams and invited them to develop fully costed, fleshed-out proposals and submit them by the end of October. That deadline was later pushed back to Dec. 15 at the request of two of the teams.

Now, time’s up. All four teams must deliver their proposals to the NCC by Tuesday.

The teams have done their work under an NCC-imposed shroud of secrecy, with little known about their proposals beyond generalities. Not even the Request for Proposals, outlining the NCC’s expectations for the redevelopment, has been made public, though the agency finally plans to release it Tuesday.

One of the teams, the Rendez Vous LeBreton Group — which includes Senators Sports & Entertainment — wants to build a new downtown arena. Another, led by Claridge Homes, proposes indoor and outdoor cultural facilities. A third, headed by Devcore Group, suggests multiple cultural institutions along a grande allée. The fourth, Focus Equities, proposed to house the headquarters of a mystery international organization.

In every case, the proposed anchor attractions would be supported by adjacent residential and commercial development, which would presumable generate the revenue needed to make the project viable.

The public will have to wait a bit longer to see the proposals, however. The NCC will spend the next few weeks reviewing them to ensure they meet all its criteria.

The proposals will then be presented to the public Jan. 26 at an open house at the Canadian War Museum. Signalling the significance of the occasion, the proponents’ presentations will be webcast and live-streamed on Periscope.

Public consultations will be held Jan. 26 and 27, with an online consultation from Jan. 26 to Feb. 8. Public comments will be forwarded to an evaluation committee that will recommend the successful proposal to the NCC board in March 2016.

Negotiations with the preferred proponent will follow and may take several months. “This is a very complex real estate transaction,” said Kristmanson. “It’s a hugely valuable place. This will be the beginning of the revitalization of the flats on a good basis and a good plan.”

If all goes well, the federal cabinet could sign off before the end of 2016, with an announcement of the successful proposal in early 2017. Almost certainly, it will be a few more years before anything is built.

The NCC’s decision to be non-prescriptive — to hand private sector teams a blank slate and see what they come up with — was something of a test, Kristmanson admitted. “I’m hoping that we do find that dynamism of the private sector brings things back that really resonate with us and with the public.”

Hard to imagine a bid better for Ottawa and Lebreton Flats than Melnyk's

Write this date down, mark it on a calender, do whatever it takes to remind yourself that Tuesday, Dec. 15 was indeed a big day not only the history of this city's NHL team but also the city of Ottawa itself.

It's the day that will someday be significant for this city one way or another.

Sometime on this business day Senators' owner Eugene Melynk along the group he's put together called Rendez Vouz Lebreton will deliver a comprehensive proposal to the National Capital Commission head office of what they envision for the 9.3-acre site located just west of downtown.

The centrepiece of the secretive proposal the Senators and their designers have been working on for months, is a new arena which will act as the anchor institution that was required by the people at NCC for the groups that wanted to get involved in the redevelopment of the land.

While the deadline was scheduled for mid-October, it's believed it was extended until this month because of the federal election and the people at the NCC likely wanted to distance themselves from the possibility that this process might have any effect at the polling stations.

Since the information being given is slim, you have to think the Senators are bringing one of the more exciting bids to the table for a piece of land which is about to become a big part of the city because it will be one of the hubs for the new light rail n 2018.

With the public consultations being put off until next month, a lot of this is a guessing game but if the Senators are building an arena they're going to want to have places for people to go around the arena before and after the game.

It doesn't take rocket science to figure that out.

Though the Senators are comfortable in the 19,173-seat Canadian Tire Centre and they just spent money on renovations, they feel the time is right for this team to move downtown and when you think about it that's where founder Bruce Firestone wanted to put them when he got the team in 1990.

It's be hard to believe anybody else's proposal could beat out the one that will be made by Melnyk and the Senators.

Ottawa may be the capital city but the reality is it was after this city got awarded an NHL hockey team that it really landed on the international stage.

The Los Angeles Kings were in town Monday night to face the Senators and you have to think if you made a trip to Hollywood before there was a hockey team you'd have hard time finding anybody outside of maybe Rich Little and Paul Anka, who knew exactly where Ottawa was located.

Before the game, NHL commissioner Gary Bettman and deputy commissioner Bill Daly were in town to meet with Melnyk and the rest of the Senators' officials.

It certainly doesn't look like a coincidence that they were in town less than 24 hours before Melnyk makes this significant move for the franchise.

The NCC is keeping this quiet because they don't want public debate or comment about the proposals until they show them off next month.

From there, it will take until mid-summer before a winner is chosen and negotiations are held to finalize what's going to be built on the site.

The Senators will make their pitch and they are convinced if they build it the fans will come.

The clock is ticking for the bidders making proposals on Lebreton Flats.

While the Senators have the most high-profile bid nobody is sure what kind of competition the Senators are up against.

There really won't be any chance to find out exactly what everybody is proposing for the site until a public consultation by the NCC on Jan. 26 and 27.

The other bidders, if they all show up with proposals, will be:
  • Ottawa-based Claridge homes is proposing concert facilities along with residential and commercial development.
  • Devcore Group, based in Gatineau, is apparently going to propose "multiple cultural institutions" along with residential and commercial development.
  • Focus Equities of Victoria is proposing the headquarters of an "international organization" along with real estate.
