[Saint John, NB] Millidgeville Developments

Just saw another sign like the one beside the old fire station. This one is between the Millidgeville Superstore and the Quality concrete plant. Similar style with artist's rendering and "FOR LEASE" and "New Building" in prominent lettering . Signs are from Brunswick Brokers.
I'm assuming it is a speculative "will build to suit" situation?
