the ciy already leavy's a hotel tax and a entertainment tax..

Yes, those are allowed, but not a sales tax. I believe Thompson tried to put in a sales tax this year and it was denied.

Shouldn't the fiscal conservative position be for Winnipeg be to reduce its expenditures (especially bureaucratic) where possible, rather than create a new tax? I'd describe myself as a "moderate fiscal conservative" on financial policy, and even I think that a 2% tax hike is unacceptable and will further put Winnipeg at a competitive disadvantage.

As for a capital region sales tax... same argument applies, for large purchases, people will still go elsewhere. In this case, business will setup on the boarder of the capital region, and people will gladly drive there for big purchases.
