I understand what you're saying however, Place de Ville C has been the tallest in the CBD since 1971, and it's noticeably taller than everything else, rising 6 meters higher than the second tallest in the CBD (Place Bell, known today as ONE60 Elgin) and 16 meters above the second tallest in the immediate area (Marriot with the revolving restaurant next door). Then we're getting in the 20+ meters difference.
This new tower then will be the first tower in 30+ years, not at the front of the skyline (Cathedral Hill towers), to really pierce through the table top. From an Ottawa perspective, it's a table top breaker, but understanding that for most other major Canadian cities (and suburbs of Toronto and Vancouver), it's really not.
