As the area develops I would not be surprised to see that CN installs a rail greaser to cut down on the noise of the wheels as it goes through the curve.
Now will they proactively do it on their own as a show of good corporate citizenship or will there be pressure put on them through some government agency?
The operation of the greaser if installed will be an ongoing expense that I am sure CN would like to cost share with some level of government even though it helps them by reducing rail friction in the area of the curve.
