It's merely a data categorization system within the existing Ottawa-Gatineau forum to make development threads easier to find and manage, just like we have urban and suburban groupings. If people want to treat the other side with condescension, they're going to do that regardless of how our threads are organized. We might be one metropolitan area, but we do have different governments, different rules, bylaws, and approval processes, different architects and builders, and different issues that don't apply to the other side of the Ottawa River. If a Gatinois wants to focus their attention on local projects, this will make it easier to do. It also would allow us to do away with the [Gatineau] prefix, which currently serves the same purpose, but in a cluttering way. Gatineau is growing and it needs it's own space.
I see that you list Montreal as your hometown. These are the same reasons that there are South Shore, North Shore, and Laval subforums in addition to the Montreal one, even though that's a single metropolitan area. The same structure exists for other cities as well. It's really just about data management.
