Also, if there were multiple floors of observation deck, most people would crowd on the highest observation floor.
I think I read somewhere that they will keep the number of people in the observation deck controlled by only allowing the same number of people to enter the observation deck as leave (to ensure the place does not get too crowded). Not sure if this is true or not.
