I expect the common areas would be open to provide access to the older parts of the mall.
The individual storefronts would open up as their finish their leasehold improvements.
I don't expect it's the same as a new mall, where you need "critical mass" of new stores to open before you allow people in
- here there's already a lot of stores in behind that have been waiting for the front to be finished.

The International Trade Centre in Richmond is worse in terms of speckling.
