that's one thing that i've never quite understood. why don't developers try to self-subsidize their ground floor retail spaces for like 10 years or so to get more retail going in the core, then once the people come and build a solid base of foot traffic,
then start increasing rents. it's such a weird circular argument - there's an under supply of existing ground floor retail in midtown so they can charge premium rents for that retail, but then when the argument is made for building more, they say there isn't enough foot traffic.
