Doesn't matter where the stadium is in Europe, most of the new ones constructed have covered seating. For the ones in snowy areas, which includes Scandinavia, Northern Europe (Poland, Germany, etc), even Italy, their roofs have heating systems that prevent snow buildup. Not talking about complete roofs like the one Big Owe has, just covered seating, while the field remains under the sky.
Anyway, I agree, me too weather doesn't stop me from going to a game and enjoying myself, but you have to admit, for smaller market sports, like 2nd division soccer, even MLS, bad weather and no protection from the elements, does affect attendance. Lets hope in Ottawa it won't. My buddy and I are on the season ticket list for Ottawa Fury FC and will go regardless of the weather, we are psyched! I was simply sharing my opinion about the new south side stands, that I like their look, but not completely sold on it due to a very minimalist roof.
