Olivia Chow? Wow, that would be a welcomed change for Toronto's political image, and for the people of Toronto. I really hope you guys are lucky enough for the people of Toronto to regain some sensibility and elect a decent mayor.

PS. Happy 3000th post, Transit thread!

The 1.46 billion West LRT in Calgary is an all-in cost - so it include inflation and financing cost by the city.
The 2.13 billion Confederation Line in Ottawa also includes inflation and cost of private sector financing.
The 755 million North LRT in Edmonton is the total cost shown in the city's capital budget. I don't know there's any city that would represent the budget for future years in current or past dollars...

So... the cost for pretty much every single project in the country that's recently completed or under construction are represented in the inflated amount...

Source? The Province always uses non inflated figures (it does this for the Spadina extension as well) so I see no reason why they would do so for the ottawa LRT either.

Ottawa (page 7):

A capital cost that maintains the original project budget ($2.130 billion) including accounting for inflation and the cost of private sector financing.

Edmonton (page 279):

Previous Years: 259,700
2012: 288,633
2013: 203,000
2014: 3,667
Total: 755,000

Vancouver (page 21-22):

The estimated net present cost of the Project delivered using the DB procurement is $1,330 million. The estimated net present cost of the Project delivered using the DBF approach and the preferred proponent’s proposal is $1,196 million.

Calgary:

The total all-in cost for the west LRT currently sits at $1.46 billion.

only the first one proves it. You will find similar qoutes in documents about the LRT plans that state "all in" budget it 1.8 billion.

I thought most of them are clear enough, except for probably the Calgary one. You can dig out the budget and cash flow for each of the city and they basically telling you the same thing.

If you still don't believe, then that's fine. But it won't make Toronto's project any cheaper.

The edmonton one could be done for the LRT as well.. just split the dollars based when they will be spent.

regardless, people have this idea that Toronto projects are extremely expensive, when they aren't. Toronto subways are expensive compared to Montreal subways sure, but they are very different pieces of infrastructure and there is a reason they cost more.

And that is the point. Edmonton's spent $289M in 2012 dollars, $203M in 2013 dollars, and $4M in 2014 dollars on their LRT. Plus the money already spent, that gives the project cost of $755M. This pretty much tell you the $755M is inflation-adjusted.

If you split the SLRT cost like that, it'll add up to $1.99B over the years until it is completed. And that is without the cost of Kennedy station.

After a big political photo-op, Ottawa has officially started underground construction of the downtown subway portion of the Confederation Line.

The "New Austrian Tunnelling method" will be used to build it; three mining machines digging from three different points (west portal at Lebreton Flats, east portal at the University of Ottawa and central shaft in the middle of the Central Business District).

Tunnel and stations should be completed in time for public viewing during the 150th anniversary of Confederation in the summer of 2017.

It would be nice if they would provide a bit more information in these videos besides the stand corporate fluff. Bombardier actually did a great job releasing videos that provided insight into the design, construction and testing of the C-Series. Ottawa (and other cities for that matter) should do the same for new transit lines.
